Mounds View City Council June 26, 2006 <br />Regular Meeting Page 17 <br /> <br />Councilmember Flaherty said the hearing was postponed to give Mr. Waste an opportunity to 1 <br />address his neighbors’ concerns. He stated he agrees with Councilmember Thomas that the 2 <br />liquor license should not be denied. He added he believes the public hearing is a good 3 <br />opportunity for Mr. Waste to address his neighbors’ concerns. 4 <br /> 5 <br />Mr. Waste replied that he had not done much to reduce the noise level in the last two weeks, but 6 <br />has made sure the doors are closed. Mr. Hutchinson added that closing the doors makes a big 7 <br />difference in the noise level and that Robert’s management is attempting to react to the 8 <br />complaints appropriately. 9 <br /> 10 <br />Mr. Joelberg said he has called the Police Department several times, but did not realize he could 11 <br />call 911 to report problems. He stated he had gotten the “run-around” from the Police 12 <br />Department. 13 <br /> 14 <br />Mr. Hilger stated at the last meeting they asked the Police Chief to research the complaints and 15 <br />stated that he also did not know he was supposed to dial 911. 16 <br /> 17 <br />Mayor Marty stated all of the police complaints were available for review at the Council meeting. 18 <br />He stated he met with Mr. Waste during a similar situation and said Mr. Waste made several 19 <br />improvements, including planting bushes in front of the building. 20 <br /> 21 <br />Mayor Marty stated he does not recall any complaints at the Council level and noted that the 22 <br />residents now know how to contact the police. He stated Mr. Waste has a history of stepping up 23 <br />to make improvements to the establishment. He noted the liquor license renewal process is in 24 <br />place so residents can speak to such issues. 25 <br /> 26 <br />Mayor Marty stated he likes Ms. Amundsen’s idea about the decibel meter. He said the noise 27 <br />ordinance does specify a decibel level within a certain amount of feet. Councilmember Thomas 28 <br />stated she believes it is an audible range limit, not a decibel limit, and that there are legal issues 29 <br />surrounding decibel levels. 30 <br /> 31 <br />Mayor Marty suggested said the Council determine if something more needs to be done and that 32 <br />it be discussed at a later date. He stated he does not believe in holding up the license. 33 <br /> 34 <br />Councilmember Flaherty added that a decibel reading may help Robert’s determine the 35 <br />appropriate volume of music. 36 <br /> 37 <br />Mr. Joelberg stated they are not trying to stop the license, but they want the noise quieted and do 38 <br />not believe there should be a problem doing so. 39 <br /> 40 <br />Ms. Amundsen clarified that her neighboring business’ decibel meter was used, and that Fridley 41 <br />has a decibel that is allowed. She clarified that the business voluntarily tested their decibels and 42 <br />reduced the noise. 43 <br /> 44
