Mounds View City Council June 26, 2006 <br />Regular Meeting Page 21 <br /> <br /> 1 <br />Councilmember Thomas said she does not believe the difference between “tobacco free,” and 2 <br />“smoke free” is a matter of semantics and it does infringe on personal freedoms. She said that 3 <br />the City’s responsibilities are not to deem what is appropriate for children. She believes a 4 <br />smoke-free policy protects health and safety and that is the City responsibility, and she is even 5 <br />okay with going with a smoke-free ordinance. 6 <br /> 7 <br />Councilmember Flaherty said he is okay with a smoke-free or tobacco-free sign, but would not 8 <br />agree with an ordinance. 9 <br /> 10 <br />Commissioner Stigney said he believes it is an effort to bring an awareness to the makers of the 11 <br />tobacco that it should be done. He said it is an awareness-oriented policy, not an enforcement 12 <br />policy, and supports anything that encourages children not to smoke. 13 <br /> 14 <br />Mayor Marty stated he agrees that City buildings be smoke free, and understands the role model 15 <br />aspect, and that he is against smoking around children or children’s activities. He stated that he 16 <br />has a problem with over-regulation based on what he has heard from residents about restricting 17 <br />outside settings. 18 <br /> 19 <br /> Mayor Marty stated he understands the intent of the policy, but does not think people should be 20 <br />restricted from smoking outside. He stated it is legal to smoke and it is not the City’s place to 21 <br />make it illegal. 22 <br /> 23 <br /> Ayes – 3 Nays – 2 (Thomas, Marty) Motion carried. 24 <br /> 25 <br />CONTINUATION OF MEETING 10:00 p.m. 26 <br /> 27 <br />MOTION/SECOND: MARTY/FLAHERTY to continue the City Council meeting until 10:45 28 <br />p.m. 29 <br /> 30 <br />Aye – 5 Nay – 0 Motion carried. 31 <br /> 32 <br />G. Resolution 6860 Approving Change Orders No. 27 through 34 for the City 33 <br />Hall Rehabilitation Project 34 <br /> 35 <br />Public Works Director Lee stated that the change orders refer to various items included in the 36 <br />City Hall project. He pointed out that Staff has been working with the consultant, and the total 37 <br />amount of change orders, except for one, will bring up total amount to $147,150, which will be 38 <br />the maximum change orders for the project. 39 <br /> 40 <br />Director Lee said the change does include the addition of the handicapped power door. He 41 <br />pointed out there may be issues the Council will discuss. He added that the consultant would 42 <br />meet with the Council to go over any issues and questions. 43 <br /> 44
