Mounds View City Council July 10, 2006 <br />Regular Meeting Page 2 <br /> <br /> 1 <br />Mr. Jhanke thanked the Council and added he does not care how long someone talks as long it is 2 <br />said in few words. 3 <br /> 4 <br />Acting Mayor Stigney noted he had asked Economic Development Coordinator Backman if he 5 <br />has looked into any alternate options for the Community Center and he hopes Economic 6 <br />Development Coordinator Backman brings something forth on the 17th. 7 <br /> 8 <br />Ken Glidden, 5240 Edgewood Drive, stated he objects to the time limit on public comments. 9 <br /> 10 <br />Acting Mayor Stigney stated that in acting practice, the Council appreciates comments and 11 <br />listens to citizens’ full concerns. He explained why there is a 3-minute limit. 12 <br /> 13 <br />6. SPECIAL ORDER OF BUISNESS 14 <br /> 15 <br />There were none. 16 <br /> 17 <br />7. COUNCIL BUSINESS 18 <br /> 19 <br />A. 7:05 p.m. Public Hearing and Consideration of Resolution 6875 Approving 20 <br />an Interim Use Permit (IUP) for a Billboard at 2200 County Road 10 21 <br /> 22 <br />Community Development Director Ericson stated that before the Council is a request from Clear 23 <br />Channel Outdoor for a billboard at the Mermaid location. He stated the City of Mounds View 24 <br />adopted an ordinance dictating where billboards could be located. He stated the Council 25 <br />recommended the site at 2200 County Road 10 as a place where a billboard could be relocated. 26 <br />He stated this is one of the sites where Clear Channel has a lease. 27 <br /> 28 <br />Director Ericson stated on June 21st and July 4th, the Planning Commission approved the CUP 29 <br />but had issues with the questions regarding visibility. He stated that a neighboring property 30 <br />owner did not have issues with the billboard as long as it was 45 feet high. Director Ericson 31 <br />stated the Planning Commission did not approve the variance of 45 feet citing lack of hardship. 32 <br />He added that Clear Channel has appealed the decision. 33 <br /> 34 <br />Director Ericson pointed out the table shown in the Staff Report regarding the requirements and 35 <br />noted all are satisfied except for the height requirement. 36 <br /> 37 <br />Director Ericson stated the City is considering various criteria such as adverse effects and the 38 <br />Planning Commission has done the first half of the work. 39 <br /> 40 <br />Director Ericson stated the Planning Commission has considered the following criteria: 41 <br />1.Relationship to Municipal Comprehensive Plan; 42 <br />2.The geographical area involved; 43 <br />3.Whether such use will tend to or actually depreciate the area in which it is proposed, 44 <br />4.The character of the surrounding area; and 45
