Item No. 8B <br />Meeting Date: October 23, 2006 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 6952 Approving a Sanitary Sewer Refund <br />for the Property Located at 2841 County Highway 10 <br /> <br /> <br />Background: <br />In late 2004, the water line within the building located at 2841 County Road 10 <br />froze and ruptured, causing metered water to leak. <br /> <br />On January 3, 2005 the water meter for this property read 50,000 gallons for the <br />fourth quarter of 2004. This was up from the previous quarter of 12,000 gallons. <br /> <br />On April 7, 2005 the water meter for this property read 125,900 gallons for the <br />first quarter of 2005. <br /> <br />When the customer received this bill they inquired about the increase. One of the <br />Water Division employees from the Public Works Department investigated the <br />property to see if the meter was reading properly. The meter was found to be <br />spinning, indicating that water was passing through the meter. However, there <br />was no evidence of water leaking. It was then that the Public Works employee <br />discovered there was water leaking on to the dirt floor of the crawl space under <br />said property and soaking into the ground. <br /> <br />The leak was repaired during the second quarter for 2006. The meter reading for <br />the second quarter was still elevated with a reading of 335,000 gallons. <br /> <br />The property was charged for the water that was metered as well as the sanitary <br />sewer portion of the utility bill. <br /> <br /> <br />Discussion: <br />Based on current utility billing policies, the sanitary sewer bill is comprised of two <br />components: a flat fee charge and a variable rate charge. The variable rate <br />charge is based on the water usage during the previous first quarter. <br />
