For the second quarter billing of 2005, this property’s sanitary sewer bill was
$597.78 ($21.58 flat fee and $576.20 for the variable rate).

However, after it was determined that the leak caused an abnormally high water
usage reading, the variable portion of the sanitary sewer rate was changed to be
based on the first quarter water usage for 2004 for the remainder of 2005, and is
now based on the first quarter water usage for 2006.

Since the third quarter of 2005 until now, the property owner has been charged
the flat fee of $21.58 for sewer and the minimum variable rate of $5.16 every
quarter.

Since the variable sanitary sewer portion of the second quarter of 2005 was
based on water usage associated with a leak at 2841 County Road 10, and since
this water did not enter the sanitary sewer system, Staff is recommending that
the second quarter billing of 2005 for this property be adjusted to $5.16 and this
customer be issued a refund in the amount of $571.04:

$576.20 2nd Quarter charge - $5.16 minimum charge = $571.04

Recommendation:
It is recommended the City Council approve a resolution approving a sanitary
sewer refund for the property located at 2841 County Highway 10.

Respectfully Submitted,

Greg Lee, Director of Public Works
