<br /> <br />Item No: 7A <br />Meeting Date: November 27, 2006 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Public Hearing, Second Reading and Adoption of <br />Ordinance 783, an Ordinance Amending Appendix E of <br />the Municipal Code Relating to Planning and <br />Development Fees <br /> <br />Introduction: <br /> <br />The City last updated its planning fees for the 2005 fee schedule. Certain changes at <br />Ramsey County as well internally have increased the cost to process some planning <br />applications. The changes proposed are reflected in the proposed 2007 Mounds View Fee <br />Schedule however Minnesota Statutes require such fees be adopted by ordinance. <br /> <br />Discussion: <br /> <br />The attached ordinance amends Appendix E of the Municipal Code, the section where the <br />planning and development fees are identified. The fees should be considered the minimum <br />fees, as it may be the case that the fee collected is not sufficient to cover all the costs <br />associated with the processing of the application. Applicants are made aware that they are <br />responsible for costs above and beyond the application fee and they sign a statement <br />acknowledging this. To help make this more apparent, the title of Appendix E was amended <br />to include the word “Minimum” as directed by the City Council at the first reading of the <br />ordinance on November 13, 2006. <br /> <br />Recommendation: <br /> <br />Open the public hearing and consider all testimony from residents and other interested <br />parties. Barring any reason to act otherwise, staff recommends Council approval of the <br />second reading and adoption of Ordinance 783, which amends “Appendix E” of the <br />Municipal Code pertaining to planning and development fees. Staff also recommends the <br />Council approve publication of the ordinance summary in the official city newspaper as <br />allowed by the City Charter.
