Crane, Assistant to the City Administrator <br /> <br />Item Title/Subject: Resolution 6989 Approving the AFSCME 2006-2007 Contract <br />Amendments <br /> <br />Background: <br /> <br />At the December 4, 2006, City Council Work Session, Staff and City Council discussed that Pay Equity <br />Adjustments would need to be made with both union and non-union female job classifications in order to <br />become compliant with the Minnesota State Pay Equity Law. The Mounds View Pay Equity Report is due <br />to the Minnesota Department of Employee Relations (DOER) by January 31, 2007, and must reflect 2006 <br />pay compensation numbers. The AFSCME Union is the only union that has female job classifications, <br />and would be affected by the pay equity adjustments. <br /> <br />Discussion: <br /> <br />Staff negotiated Pay Equity adjustments with AFSCME on several occasions, and a potential agreement <br />was made pending approval from the Mounds View City Council. Attached as Exhibit A, is the AFCME <br />pay equity agreement, which is consistent with the HR Committee’s position and is also consistent with <br />the City Council’s position established at the October 23, 2006, Executive Session. These adjustments <br />would become effective December 31, 2006. Job Titles were also changed to be consistent with the July <br />2006 Compensation Study by Laumeyer & Associates. The following adjustments below would be <br />effective December 31, 2006: <br /> <br />Pay Equity Adjustment – effective December 31, 2006 (AFSCME) <br /> <br />• 5% to all Female Classifications with an additional 1% to the Account Clerk <br />• All Administrative Assistants are put into one Category (Technicians) and given the same pay rate as <br />the Utility Billing Clerk (non-union position) <br />• Police Administrative Assistant will be reclassified as a Police Support Specialist and given the same <br />rate of pay as the Technicians. <br />• Job Titles have been changed as indicated in the July 2006 Compensation Study. <br /> <br />In addition to Pay Equity Adjustments, market adjustments were made to the Housing Code Enforcement <br />Inspector, Public Service Officer and the Economic Development Coordinator. This is also consistent <br />with the City Council’s position established at the October 23, 2006, Executive Session. The following <br />adjustments below would be effective January 1, 2007: <br /> <br />2007 FT/PT Regular Employees’ Wages (3.0% increase effective January 1, 2007) – (AFSCME) <br /> <br />• Effective January 1, 2007, all classifications below receive a 3% increase. <br />• Effective January 1, 2007, in addition to the 3% increase the Economic Development Specialist will <br />receive an additional 0.5% ; the Housing Code Enforcement Inspector and Public Service Officer will <br />receive an additional 1.5%. <br /> <br />Recommendation: <br />It is recommended that the City Council approve the attached Resolution 6989 approving the 2006- <br />2007contract amendments for the AFSCME, Council 5 Union. <br /> <br />
