Mounds View City Council November 13, 2006 <br />Regular Meeting Page 2 <br /> <br />a total of 5,156 residents who voted on November 7, 2006. She then said that the results certify 1 <br />that Rob Marty is elected to a two-year term as Mayor and Al Hull and Carol Mueller shall be 2 <br />elected to four year terms as City Council Members. 3 <br /> 4 <br />Ms. Crane explained that the Charter Amendment passed and thanked all the election judges for 5 <br />the assistance with both the primary and general elections. 6 <br /> 7 <br />MOTION/SECOND: Flaherty/Gunn. To Waive the Reading and Approve Resolution 6964, 8 <br />Canvass of the 2006 General Election. 9 <br /> 10 <br />Mayor Marty thanked everyone who turned out to vote to make this a good and valid election for 11 <br />the City. 12 <br /> 13 <br /> Ayes – 5 Nays – 0 Motion carried. 14 <br /> 15 <br />City Administrator Ulrich commended Ms. Crane for the work that she did working on the 16 <br />elections noting that he received a lot of good feedback from residents and election judges on 17 <br />how well the election was run. 18 <br /> 19 <br /> B. County Update: Commissioners Bennett and Parker 20 <br /> 21 <br />County Commissioners Bennett and Parker addressed the Council and announced that the 22 <br />County has maintained its AAA bond rating. 23 <br /> 24 <br />Commissioner Parker reviewed the work being done with the libraries throughout the County and 25 <br />noted that they will continue to update the Council on the Library Committee. 26 <br /> 27 <br />Commissioner Parker indicated that the budget, revenues and expenditures went up by about 2% 28 <br />noting that was due to a loss of federal funding. 29 <br /> 30 <br />Commissioner Bennett indicated that 85 to 87% of their budget is mandated. He then said that 31 <br />the old public works site was sold and the County Manager was going to use $2.5 million to hold 32 <br />the budget down but that was one-time money and meant that the budget would have to be raised 33 <br />the following year. So, that money was designated to a special account to be used for public 34 <br />works and infrastructure for one time projects such as the stoplight request at County Road H and 35 <br />Silver Lake Road. 36 <br /> 37 <br />Commissioner Bennett indicated that Chief Summer was the first to use the 800 megahertz 38 <br />system and it will be transitioned to other cities. 39 <br /> 40 <br />Police Chief Somer said that the radio is clear and the distance and coverage have greatly 41 <br />improved. He then said that the transition was smooth. 42 <br /> 43 <br />Commissioner Parker updated Council on the potential pandemic bird flu and explained that 44 <br />Ramsey County has been working out an emergency plan in the event that does happen.
