Mounds View City Council November 13, 2006 <br />Regular Meeting Page 3 <br /> <br />said that a tabletop training happened that was good that may be available to cities to participate 1 <br />in. 2 <br /> 3 <br />Commissioner Parker indicated that alcohol and drug issues are being addressed by the County 4 <br />by exploring and looking into a uniform meth ordinance for all municipalities. She then 5 <br />explained that Ramsey County also has a drug court where judges have found that repeat 6 <br />offenders can be focused on for treatment. She further said that there is legislation being 7 <br />proposed that may impose a five or ten cent per drink tax to fund substance abuse treatment. 8 <br /> 9 <br />Commissioner Bennett provided an update on Regional Rail and explained the proposed revised 10 <br />loop. 11 <br /> 12 <br />Commissioner Parker indicated she has been working on the Active Living Ramsey County 13 <br />project and they received a grant from Blue Cross Blue Shield and there will be a staff person to 14 <br />help all of the cities in Ramsey County while working on their Comprehensive Plans to see if 15 <br />there are changes that could be made to encourage more walking and biking. 16 <br /> 17 <br />Council Member Flaherty indicated that he did go to a Ramsey County League of Local 18 <br />Governments pandemic training in the spring and the leading epidemiologist said this is not an 19 <br />“if it would happen” but “when it will happen.” 20 <br /> 21 <br />Mayor Marty thanked them for mentioning the stop light at County Road H and Silver Lake 22 <br />Road because the City has just finished the sidewalk on the east side of Silver Lake Road and he 23 <br />has seen lots of pedestrian traffic on it. 24 <br /> 25 <br />Mayor Marty indicated that he sees this as a safety issue to get students back and forth to school. 26 <br />He then said that he realizes how tight budgets and funding are but he would like to set up a joint 27 <br />work session with the New Brighton City Council to discuss contributing to this project so the 28 <br />County does not have to fund the entire project. 29 <br /> 30 <br />Commissioner Bennett indicated that there are some cash flow issues that need to be addressed 31 <br />by the County so they may have to use the $2.5 million left from the sale of the old public works 32 <br />site until June and, maybe after that, it could be used for public works projects. 33 <br /> 34 <br />Mayor Marty indicated that he noticed the count down timer for the crosswalk. 35 <br /> 36 <br />Commissioner Parker indicated that came out of the Active Living by Design and they will use 37 <br />that feature at all the new crossings and begin replacing existing crossings. 38 <br /> 39 <br />Mayor Marty indicated that there are about 10 seconds when it begins flashing and he is 40 <br />wondering if the timing can be adjusted. 41 <br /> 42 <br />Staff explained that the timing can be adjusted. 43 <br /> 44
