Mounds View City Council November 13, 2006 <br />Regular Meeting Page 6 <br /> <br />one to take out those wetlands that are less than one acre. 1 <br /> 2 <br />Mayor Marty said that SEH created the new set of official wetland maps based on the recent 3 <br />delineations and he would recommend sending the updated maps to Rice Creek Watershed 4 <br />District for informational purposes. 5 <br /> 6 <br />Mayor Marty indicated the Section 8 map on the right side off of Belle Lane, that road is 7 <br />incorrectly labeled County Road H2 and needs to be amended. He then agreed with removal of 8 <br />the drainage ditches and areas of less than one acre because there was a huge amount of buffer in 9 <br />the area of ditches that is not necessary. 10 <br /> 11 <br />Mayor Marty indicated he had asked for a flood plain map with an overlay, Staff provided that, 12 <br />and it does coincide pretty well to this new map so he now feels more comfortable with this. 13 <br /> 14 <br />Council Member Thomas asked whether the Ordinance has the removal of the one acre sites or if 15 <br />it needs to be amended. 16 <br /> 17 <br />Director Ericson responded that the Ordinance simply adopts the maps approved by the council, 18 <br />so no amendment to the Ordinance would be necessary. 19 <br /> 20 <br />MOTION/SECOND: Thomas/Stigney. To Waive the Reading and Adopt Ordinance 780, an 21 <br />Ordinance Approving Modifications to the Official City Wetland Zoning District Maps as 22 <br />Amended to Remove the Less than One Acre Sites and Approval of the Ordinance Summary. 23 <br /> 24 <br />ROLL CALL: Marty/Stigney/Gunn/Flaherty/Thomas. 25 <br /> 26 <br /> Ayes – 5 Nays – 0 Motion carried. 27 <br /> 28 <br /> B. Introduction and First Reading of Ordinance 783, an Ordinance Amending 29 <br /> Exhibit E of the Municipal Code Relating to Planning and Development Fees 30 <br /> 31 <br />Director Ericson indicated that this is before Council as part of the review of the fee schedule for 32 <br />the coming year and explained that the planning and development fees must be approved by 33 <br />Ordinance. He then noted that the changes to the fees are as presented at the work session. 34 <br /> 35 <br />Council Member Stigney asked whether the items raised are due to internal costs and why they 36 <br />are not all raised by a fixed percentage. 37 <br /> 38 <br />Director Ericson explained that costs are not consistent across the board because some actions 39 <br />require publishing or recording and the County fees went up. He then said that there are some 40 <br />fees that were raised because they were just not high enough for the work required. 41 <br /> 42 <br />Council Member Flaherty indicated that he is concerned with the language in the Ordinance that 43 <br />states the fee listed is the minimum and he would like to know what is the actual fee. 44 <br /> 45
