Mounds View City Council November 13, 2006 <br />Regular Meeting Page 5 <br /> <br /> 1 <br />Paul Anderson of 2948 Wooddale Drive said that the wetlands have grown behind his home as 2 <br />he looks at the map and the buffer zone runs through some of his neighbors’ homes. He then 3 <br />said that he is wondering the reason for it since it is not designated as a storm water holding 4 <br />pond. 5 <br /> 6 <br />Mr. Anderson asked where the bottom line is on this because he sees wetlands as a decrease in 7 <br />value to the property and property value is important. 8 <br /> 9 <br />Director Ericson said that this is in the Spring Creek wetland basin area and, after the inventory 10 <br />of this area, this is the first step in looking at the whole City. He explained that the results of that 11 <br />inventory did not change significantly from the 1981 maps but the area may have receded a little 12 <br />bit and the buffer changed a few feet to go along with it. He then said that the area is designated 13 <br />as a wetland and was designated as a wetland in the early 1980s. 14 <br /> 15 <br />Mr. Anderson disagreed with some of the comments and said that he had an in ground pool at 16 <br />one point in the wetlands area and then said that later in the meeting there is a resolution to give 17 <br />someone a special dispensation on Pleasant View Drive for a house built in the wetlands. 18 <br /> 19 <br />Director Ericson clarified that request is in the wetland buffer area, not in a wetland. 20 <br /> 21 <br />Mr. Anderson asked what the buffer area is for. 22 <br /> 23 <br />Mayor Marty indicated that it gives the City some control and discretion about any type of 24 <br />development or construction in the buffer to protect the wetland. 25 <br /> 26 <br />Mr. Anderson asked what is going to happen to the storm water designation that was the original 27 <br />intention. 28 <br /> 29 <br />Director Ericson said that this was a project that Director Lee has been working on, a stormwater 30 <br />management pond with the street construction project but that did not move forward. 31 <br /> 32 <br />Director Ericson explained that the 100 foot buffer protection area is an area that provides 33 <br />additional protection for that wetland and it is not meant to prohibit, restrict or deny any kind of 34 <br />development but it allows the City to make sure that the development that does occur does not 35 <br />impact the wetland areas. 36 <br /> 37 <br />Chris Johnson of 8200 Long Lake Road said that he sees that the map has changed in his area 38 <br />west of LaPort and he wonders if that is a wetland or what the designation is. 39 <br /> 40 <br />Director Ericson indicated that is an area that would be omitted from the wetland zoning map for 41 <br />wetland buffering purposes but it would still show up for drainage purposes. He then said that 42 <br />there would need to be a review done prior to development to address drainage issues. 43 <br /> 44 <br />Council Member Thomas said she would like to speak in favor of going with the Code on this 45
