He further said that for 2007 there is a needed 2 <br />transfer of about $200,000 to that account. 3 <br /> 4 <br />Finance Director Beer indicated there is $147,000 in the Community Center Fund that will be 5 <br />eaten up rather quickly if the funds transfer is not increased. 6 <br /> 7 <br />Finance Director Beer indicated the regional pond would cost $600,000 and paying for that out of 8 <br />the storm water fund would require an increase in rates. He then said that TIF could be used to 9 <br />fund it to alleviate the need for a rate increase in the immediate future and it would be a TIF 10 <br />eligible expense and, since the legal determination has not yet been made that the City needs to 11 <br />document that it was not TIF interest, it would eliminate legal issues with the state auditor. 12 <br /> 13 <br />Finance Director Beer reviewed investment income and the portfolio information with Council. 14 <br /> 15 <br />Finance Director Beer reviewed finance department operations for the third quarter. 16 <br /> 17 <br />Finance Director Beer indicated that as part of the process of certifying that 90% of the police are 18 <br />smoke free one of the officers felt that since he smokes cigars, on occasion, though he is not a 19 <br />smoker he did not feel right signing it so they are not above 90% so there will not be a 10% 20 <br />discount but most of the City is smoke free. 21 <br /> 22 <br />Mayor Marty applauded the different departments for coming in at or under budget again this 23 <br />year. 24 <br /> 25 <br /> 2. Police Department Quarterly Report 26 <br /> 27 <br />Chief Summer provided Council with a review of the Police Department Quarterly Report. 28 <br /> 29 <br />Mayor Marty asked for information on video monitoring. 30 <br /> 31 <br />Chief Summer indicated he is researching it. 32 <br /> 33 <br />Mayor Marty indicated that he has had no negative comments regarding the police department on 34 <br />the enforcement. 35 <br /> 36 <br /> 3. 2007 Legislative Agenda 37 <br /> 38 <br />City Administrator Ulrich reviewed the legislative policies from the League of Minnesota Cities. 39 <br />He then said that the City is interested in funds for noise wall construction along Highway 10, 40 <br />transportation funding with the passage of the constitutional amendment, and volunteer fire 41 <br />fighter pension benefits to provide another incentive to register part time fire fighters. 42 <br /> 43 <br />City Administrator Ulrich indicated that administrative offense is something that Council has 44 <br />discussed as it will benefit residents and enforcement efforts by giving the officers flexibility. 45
