Mounds View City Council November 27, 2006 <br />Regular Meeting Page 13 <br /> <br />Council Member Stigney indicated that the Code requires that the tower be available for multiple 1 <br />uses and this proposal is not. He then said that the code requirements should be resolved prior to 2 <br />asking for a location. 3 <br /> 4 <br />Director Ericson said his question would be whether Council supports this or not before TMobile 5 <br />goes through the CUP process. 6 <br /> 7 <br />Carol Mueller, council member Elect, of 8343 Groveland Road asked Council not to put a 8 <br />lightning rod in their community park or any community park. She then said that doing so would 9 <br />be a safety hazard and she does not feel that the funding that the tower may provide would be 10 <br />worth the safety risk. 11 <br /> 12 <br />Council Member Gunn agreed and said that this would open the door to others coming in. 13 <br /> 14 <br />Council Member Flaherty indicated he was not big on putting it in the park but it would interest 15 <br />him to look further at the Arden area. He then said that putting it into a park setting may create a 16 <br />safety issue but he would consider looking at Arden Park. 17 <br /> 18 <br />Public Works Director Lee said that TMobile said it would not work at Arden Park. 19 <br /> 20 <br />Mayor Marty indicated that he is not in favor of this because the parks are valuable to residents 21 <br />and other communities are trying to buy property for green space and this City seems to be 22 <br />selling it off so he is not interested. 23 <br /> 24 <br />Public Works Director Lee indicated that TMobile would like to present plans to the Council for 25 <br />consideration. 26 <br /> 27 <br />Mayor Marty indicated that he is not interested in commercializing the City’s parks. 28 <br /> 29 <br />Public Works Director Lee indicated that the proposal has changed based on Park Commission 30 <br />comments and they plan to incorporate this with the existing park building with the same block 31 <br />structure attached to the park building. 32 <br /> 33 <br />Council Member Stigney said that would raise insurance questions but his first question goes 34 <br />back to whether this is single use towers or multiple use towers and until that is addressed he 35 <br />does not think it should move any further. He then said that if it goes there that is MV property 36 <br />and it should go to the general fund not just to Parks. He further said he has overriding issues of 37 <br />multiple towers throughout the City and the planning committee should look at that. 38 <br /> 39 <br />Park and Recreation Commission Member, Cindy Palm, of 2266 Terrace Drive said that she is 40 <br />not in favor of this because of precedent that this may set. She then said that since the 41 <br />Commission met there was a new proposal from TMobile and it was 10 x 12 and now it is 12 x 42 <br />15 and then in a different location as a 12x10 and now it is a 12x20 structure right behind the 43 <br />Groveland building.
