The aforementioned survey results were presented to the City Council at the <br />December 4, 2006 Work Session. Several issues were also identified during the <br />Public Informational Meeting and noted on the Feedback Forms that were <br />received. A summary of the status of these issues follows: <br />Curb Style - surmountable versus barrier style curbs <br />No clear direction was given at the Work Session. This is a design issue that can <br />be resolved at a future date. Staff will be submitting a "Street access report / <br />pictorial" to the City Council, which visually shows the impacts of not having good <br />access control. This could become a question to consider if a "design issues <br />survey" is conducted over the 60-day protest period. <br /> <br />Hillview Road – Narrowing of Hillview Road form 42’ to 28’ and adding a sidewalk <br />Council wanted to explore the option of narrowing Hillview and adding a <br />sidewalk. If Hillview Road is narrowed, the issue of what side of the road a <br />sidewalk would be constructed on would need to be determined under this <br />option. Staff also pointed out that Hillview would need to be posted (as well as <br />Red Oak Drive) "No Parking" if it were to be narrowed to 28 feet in width. Input <br />on this option from ALL property owners along Hillview Road is sought; including <br />properties outside the scope of this project - on the east side of Long Lake Road. <br />This could become a question to consider if a "design issues survey" is <br />conducted over the 60-day protest period. <br /> <br />Elimination of the access of Hillview Road and Fairchild Avenue <br />Council indicated that they are comfortable with proceeding with the elimination <br />of the access of Hillview Road and Fairchild Avenue onto County Road 10 . <br /> <br />Hillview Park Parking Improvements <br />Council indicated that they liked this option and that it should be funded via <br />MSAS Funds. The Park and Recreation Commission requires that there be <br />neighborhood support for this option. This could become a question to consider if <br />a "design issues survey" is conducted over the 60-day protest period. <br /> <br />Grouping of Mail boxes <br />Council indicated that they want to adhere to the ordinance that requires grouped <br />mailboxes. <br /> <br />Deferral Option <br />It was determined that there is little the City can do to the current City Deferral <br />Option and still be legally fair to the remaining properties. Finance Director Mark <br />Beer will look into what could be done. <br /> <br />Rain Gardens / Infiltration Basins <br />Council is in agreement with the proposal to provide incentive to residents that <br />elect to have a Rain Garden or Infiltration Basin in the boulevard adjacent to their <br />property. The amount of the reduction of their assessment would be based on <br />the storm water quality portion of their assessment – based on the draft report <br />the maximum amount would be approximately $358 per residential property. <br />
