RESOLUTION 6982 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE FEASIBILITY REPORT FOR THE 2007-2008 STREET AND UTILITY IMPROVEMENT PROJECT WHEREAS, on May 22, 2006 the City Council approved Resolution 6823 authorizing the preparation of a Preliminary Feasibility Report and the selection of a consultant for the 2007-2008 Street and Utility Improvement Project; and WHEREAS, on June 26, 2006, the City Council authorized several items to be studied as part of the Feasibility Report authorized on May 22, 2006 for the Street and Utility Improvement Program; and WHEREAS, on November 6, 2006, a DRAFT Preliminary Feasibility Report for the 2007-2008 Street and Utility Improvement Project was submitted for the City Council’s review; and WHEREAS, on November 13, 2006, the City Council adopted Resolution 6959 setting a Public Improvement Hearing date for 7:10 pm on December 11, 2006 at the Mounds View City Hall and authorizing the City Administrator to mail and publish notice of said hearing and improvements as required by law; and WHEREAS, the purpose of the Public Improvement Hearing is to provide interested parties an opportunity to learn more about the proposed improvements and to comment on them; and WHEREAS, on November 21, 2006 a Public Informational Meeting on this project was conducted to present the findings of the draft report; and WHEREAS, on December 4, 2006 a report on the Public Informational Meeting along with input from Feedback Forms received were presented at a City Council Work Session; and WHEREAS, on the basis of the City Council's previous action, a Preliminary Report has been prepared and does find the construction of said improvements to be necessary, cost effective, and feasible; and WHEREAS, the City desires to assess the cost of said improvements to all benefited properties.
