by a certified building inspector. The possible options include a <br /> part-time position, an independent contractor, or sharing a <br /> position with another city. The feasibility of a part-time <br /> position could only be tested by actually advertising. There is <br /> no way to know in advance the quality or number of interested <br /> parties. An independent contractor may be more feasible. The <br /> third possibility is sharing a position with another city. <br /> A shared position would require that the city sharing this <br /> position be physically close to Mounds View. The obvious <br /> candidates are Arden Hills , Blaine , Fridley, New Brighton, <br /> Shoreview, and Spring Lake Park. Arden Hills uses an independent <br /> contractor who apparently is at a saturation level at this time. <br /> New Brighton and Shoreview indicated the their work loads do not <br /> allow sharing a position. Blaine and Spring Lake Park have <br /> indicated an interest in discussing a shared position. This <br /> solution has the capability of benefiting a neighboring city as <br /> well as our city. <br /> It would also be prudent to consider training of other employees <br /> to perform at least residential construction inspection services. <br /> The assistant engineer, planning technician, and/or department <br /> secretary could perform some or all of the plan review and field <br /> inspection for residential construction after certain training <br /> courses. North Hennepin provides these classes and an initial <br /> analysis suggests it may take up to 2 years for an individual to <br /> complete the necessary course work. This would not be a near term <br /> solution; but definitely can be considered as part of a long term <br /> resolution of the problem of providing building inspection <br /> services. <br />
