MOUNDS VIEW CITY GOVERNMENT <br /> MAYOR AND COUNCIL <br /> Mounds View, a home rule charter city, is patterned after <br /> the Plan A or Mayor-Council form of government, one of three <br /> forms of government commonly used in the State of Minnesota. <br /> The City Council, composed of the Mayor and four Council <br /> members who represent the entire community, exercises complete <br /> legislative and executive powers in the City and is <br /> responsible for the administration of the City. <br /> The Mayor is elected for a two-year term and is the <br /> presiding officer of the City Council. The four <br /> Councilmembers are elected to four year non-consecutive terms . <br /> 411 The City Council meets in Agenda Session at 7 :00 p.m. on the <br /> first and third Mondays of the month and in Regular Sessions <br /> at 7:00 p.m. on the second and fourth Mondays of the Month. <br /> All meetings are open to the public and held at City Hall, <br /> 2401 Highway 10 . <br /> Local government functions include establishing and • <br /> regulating building and zoning codes, selling city improvement <br /> bonds, issuing licenses and permits for various business <br /> activities , enforcing city ordinances and conducting city <br /> business and intergovernmental affairs . City authority is <br /> exercised primarily through ordinances and resolutions. <br /> Ordinances regulate or govern people or property and provide a <br /> penalty for violation.
