MEMO TO: SAMANTHA ORDUNO <br /> • <br /> FROM: MARY SAARION <br /> DATE: MARCH 13, 1991 <br /> SUBJECT: COST OF LIVING SALARY INCREASE FOR MARVIN JOHNSON, JR., <br /> ATHLETIC SUPERVISOR <br /> A one-half time permanent position has been held in the Parks & Recreation <br /> Department for approximately seven years, originating with an Aquatic Supervisor <br /> position. In 1990 the position was changed to Athletic Supervisor mainly because the <br /> need for an aquatic position left with the displacement of the Edgewood Community <br /> Center. (The City of Mounds View programmed and administered the Edgewood <br /> Community Center pool during both daytime, evening and weekend hours.) However, <br /> a need was apparent for the administration and program implementation of all athletic <br /> programming. The demand for athletic programming was more than staff was able to <br /> accommodate. Mary had interned for the City of Mounds View and was responsible for <br /> athletic programming. He proved to be a great asset to the department. As a result, <br /> Mary was retained under a one year contract. During the budget process last year it . <br /> was suggested that Marv's position simply be budgeted without need for a contract. <br /> The budget procedure involved submitting current personnel wages with the <br /> understanding that when cost of living increases are determined the adjustments would <br /> be made. Because Mary had previously been contracted he was not on the list of <br /> permanent part-time employees which was presented to the City Council for salary <br /> approval. It is this reason that Marv's salary increase slipped through the cracks during <br /> 1991 salary increases. <br /> Marv's performance review as attached. Maw has been a valuable asset to the Parks <br /> and Recreation Department. Maw . . 'if -. .'-r .n. above his responsi•i i o <br /> administering athletic programs. He has provided that extra hand in office <br /> administration including answering telephone call, registering participants, performing <br /> surveys, collecting data and other helpful assistance. Maw is skilled in computer work <br /> and provides assistance in office output and especially with registration information. <br /> Maw has contributed with new changes and suggestions to enhance athletic <br /> programming and activities which has resulted in increased participation. He has a <br /> wide spectrum of experience in many athletic areas and provides an added resource for <br /> brainstorming and problem solving. Marv's position has expanded the area of youth <br /> sports activities, after school athletic activities and adult athletics including softball, <br /> basketball, and tennis. • <br /> I request consideration for the cost of living increase received by the employees of the <br /> City to also be granted to Marvin Johnson Jr. The money would be generated by the <br />
