MEMORANDUM <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, City Engineer/Director of Public Works <br /> Date :October 29, 1990 /e4 Al <br /> Subject :Joint Powers Agreement between Blaine and Mounds View <br /> Regarding Street Authority for Certain Border Streets <br /> The attached Joint Powers Agreement lists the authorities and <br /> responsibilities required under resolution 3024 and also adds <br /> concerns about Coral Sea street where it borders Mounds View. I <br /> included Coral Sea street since we have talked to Blaine about <br /> their concerns in the past with Mounds View properties accessing <br /> Coral Sea street which is wholly within Blaine. They had <br /> previously indicated their desire to be reimbursed costs <br /> associated with Mounds View traffic using Coral Sea street. This <br /> agreement appeared to be an appropriate time to resolve this <br /> issue as well as the concerns expressed in resolution 3024. <br /> In addition to authorizing the Joint Powers Agreement, the <br /> resolution attached addresses the concerns about the level of <br /> traffic that will cause Mounds View to exercise authority over <br /> Airport Road, Red Oak Drive, Ardan Avenue, or other City streets <br /> in the area. <br /> The traffic report prepared by Short-Elliott-Hendrickson <br /> indicates we can expect up to 2400 Average Daily Trips on Red Oak <br /> Drive south of 85th Avenue, up to 3300 Average Daily Trips on Red <br /> Oak Drive north of Hillview, up to 1000 Average Daily Trips on <br /> Ardan west of Red Oak Drive, and up to 900 Average Daily, Trips on <br /> Ardan east of Red Oak Drive. I recommend that the traffic levels <br /> listed in this report be considered a maximum allowable traffic <br /> on these streets; therefore, if the volumes are greater than 90% <br /> of the listed volumes, the City should meet with residents to <br /> discuss alternatives for traffic control. Traffic volumes would <br /> be monitored on a yearly basis. <br /> Options would include closing Airport Road extension, traffic <br /> diverters, one way streets, And any other reasonable concept that <br /> both the neighborhood and the Council can support. A neighborhood <br /> meeting can be held before traffic volumes exceed the levels <br /> recommended in the report. (See attached references on diverters, <br /> traffic circles, etc. ) <br /> I recommend we submit the joint powers agreement to Blaine and <br /> obtain their concurrence prior to acting on the resolution <br /> ourselves . This allows us the flexibility to change the <br /> resolution to concur with the final Joint Powers Agreement and <br /> add any specifics we feel are necessary after the Joint Powers <br /> Agreement is finalized. <br />
