i , <br /> "' <br /> Sathe & Associates, Inc. <br /> EXECUTIVE SEARCH CONSULTANTS <br /> Preliminary Position Profile <br /> Clerk - Administrator <br /> City of Mounds View <br /> COMMUNITY <br /> Background <br /> The City of Mounds View is located in the northwest corner of Ramsey County, adjoining <br /> Anoka County. The present communities of Mounds View, Arden Hills, Shoreview, North <br /> Oaks, New Brighton and part of St. Anthony were all part of the original Mounds View <br /> township that included 36 sections of 23,000 acres. The mounds, visible in the area, gave <br /> rise to the township name. The largest of these can be seen near the present Twin Cities <br /> arsenal. The first township elections were held in May of 1858. In 1891, New Brighton <br /> incorporated to become the first village to break from the township. The township remained <br /> intact until 1951 when Arden Hills incorporated, followed by North Oaks in 1956 and <br /> Shoreview in 1957. After these villages had been formed, residents in the remaining 4 <br /> square miles voted to annex to New Brighton; however, New Brighton officials turned the <br /> plan down, which led to the incorporation of Mounds View village on April 2, 1958. <br /> Mounds View present boundaries are on the north and west, the Anoka County line and the <br /> suburbs of Blaine, Spring Lake Park and Fridley; on the south, New Brighton; and on the <br /> east Shoreview and Arden Hills. <br /> Demographics <br /> Mounds View is a heterogeneous community reflecting the rich diversity of an urban area <br /> • , much more than the neighboring suburbs. It has characteristics of both the more mature <br /> suburban areas and the "boom" growth areas. The community contains more than the <br /> average number of seniors as well as a very high percentage of pre-schoolers. It has a large <br /> base of affordable housing which continues to attract young families. Both the community's <br /> location and it's history have contributed to make it one of the more unique areas in the <br /> Twin Cities metropolitan area. <br /> The City has a blend of both blue collar and white collar households. The former is the <br /> largest occupation set in the City; the latter group, when all the other occupations are <br /> included, constitutes a majority. As a result, the average income, while lower than the <br /> norm, is much higher than the demographic mix suggests. <br /> Mounds View draws its residents from a variety of sources. Its latest influx is composed of <br /> many short-termers who came to the City in search of a location close to their jobs. There <br /> are large numbers of young families moving from other suburbs who choose the community <br /> because of its housing and school qualities. In comparison with other communities, Mounds <br /> View faces a unique set of problems.,It is much further along the"life cycle" than many of <br /> its neighbors. Its declining school population,residential aging,and open space planning are <br /> definitely not problems Mounds View must address. However, infrastructure and <br /> taxes/services are key questions.
