r Citizen Survey In a recent citizen survey, Mounds View residents rated the quality of life in their City as • very high. They are comfortable with the direction things appear to be moving in and feel confident they can impact City decisions. Because of the geographic location,Mounds View provides a great appeal to many residents. Many current homeowners and renters are attracted because of the easy access to the rest of the metropolitan area. They are also there because of affordable housing. The housing mix was perceived to be a problem by the ' community residents as maturing families moved to larger home to accommodate expansion and lower cost housing options become limited. Population, Housing The City encompasses an area of approximately 4.25 square miles. The City has experienced a moderate growth population since 1970. The 1970 census showed a population of 10,599; in 1980 the population was 12,593; estimates for 1989-1990 is approximately 12,800. Mounds View is approximately 90% developed with the majority of land being developed as single family housing. In 1987-88 new starts for single family housing accounted for 39% and 16%, respectively, of the total estimated cost of construction in the City. Market values of single family homes range from$65-$150,000,with the average in the$75-$85,000 range. Economy. Transportation Since the City is primarily residential, many residents are employed in other parts of the metropolitan area. Interstate highway 35W and U.S. 10 traverse the City providing easy access routes for commuters going to and from the area. Medical Equipment Distributor 65 Bauer Welling & Metal Metal Tubing Fabricating 65 Mounds View has experienced a substantial business park development in the last several years and has issued tax increment financing and general obligation bonds for land acquisition and the construction of public improvements in several business parks. Within the last four years the City has increased the assessed valuation by some $50 million in new commercial, office and retail construction. Education Public education for the City's residents is provided by Independent School District 621, which had an 1989-1990 enrollment of 11,403.
