:Pr <br /> (f- <br /> 411 MEMORANDUM <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, Acting Clerk-Administrator <br /> 1` \ <br /> Date :October 17 , 1990 <br /> Subject :Joint Powers Agreement With Blaine and Spring Lake Park <br /> To Provide Fire Protection Services <br /> Attached is the draft joint powers agreement between Blaine, <br /> Spring Lake Park and Mounds View for provision of fire protection <br /> services. I have reviewed this with Council member Quick and City <br /> Attorney Karney. I have no objections to this agreement as <br /> drafted and believe it will enhance the cooperation with the Fire <br /> Department and the other cities. The major method of enhancing <br /> cooperation is the creation of an administrative committee. This <br /> is really formalizing the existing situation, but it also <br /> establishes the authority of the committee. <br /> An area of concern is the sharing of costs. The section states <br /> that Spring Lake Park and Mounds View will pay their share of <br /> • debt service on bonds issued pursuant to the agreement. If the <br /> bond referendum does not pass in Mounds View, but does pass in <br /> Blaine, we will still be obligated to pay our share of the debt <br /> service. We would need to deal with this eventuality for the 1992 <br /> budget year. There would be a portion of the debt service that <br /> could be covered with capital notes and therefore would not be <br /> subject to levy limits. <br /> I recommend that the attached resolution be approved by Council. <br />
