The department head designated as Clerk- <br /> Administrator may also need additional staff, either temporary or <br /> permanent. <br /> This organizational structure would focus the Clerk-Administrator <br /> as a member of a management team acting as the chair person. <br /> In either type of organizational structure we felt that a number <br /> of issues need to be discussed which would be common to both. The <br /> first area of concern was the City Planner position. Since this <br /> position is currently vacant, it is appropriate to consider the <br /> future activities for a person in this position. We feel that <br /> this position will continue to be only part-time in planning <br /> activities and part-time in other areas such as administrative <br /> support or technical duties such as mapping, site review, etc. <br /> Cable TV is not currently assigned to any one department. It is <br /> our feeling that this should be formally assigned to a department <br /> to promote communication and supervision of the employees in this <br /> area. <br /> Parks Maintenance is currently budgeted in the Parks Department, <br /> but supervised by the Public Works Foreman. The employees <br /> involved in parks maintenance are part of the pool of maintenance <br /> employees , and are designated for primary responsibility in <br /> parks. However, they are utilized in a flexible manner to best <br /> • utilize individual skills. At times these primary parks employees <br /> may be assigned in other areas and parks maintenance is <br /> accomplished by employees from other areas. The Director of Parks <br /> and Recreation does not feel this is appropriate. The options in <br /> this area are to continue the current situation, add a person in <br /> this area and have all 3 people dedicated to parks, or add a <br /> person in this area and have all 3 in the pool as currently <br /> operated. <br /> Strengthening of the Administrative Department is our final <br /> concern. Currently this department has the Clerk-Administrator, <br /> Administrative Secretary, City Planner, half-time of the Public <br /> Works/Planning secretary, and a part-time clerical aide assigned <br /> to these activities. these people are responsible for general <br /> administration , elections , planning, and general city hall <br /> activities. As previously discussed, the planning department and <br /> the City Planner are concerns as to appropriate structure. The <br /> main concern in this department is the large work load falling on <br /> the Clerk-Administrator. In either organizational structure, we <br /> believe that there should be a Deputy Clerk (or Deputy <br /> Clerk/Administrative Assistant) and a full time secretary (or <br /> clerical position) . Additionally, some cities utilize a chief <br /> election judge to help make elections run smoothly. This is <br /> usually one of the election judges who is very knowledgeable and <br /> has attended additional training sessions. The strengthening of <br /> this department would allow the Clerk-Administrator in either <br /> • organizational structure to concentrate on collaborative <br /> 3 <br />
