W. <br /> Coon Rapids, MN 55433 <br /> Subject: Loose Ends on 10 Liquor License <br /> Dear Councel Members, <br /> On July 23, 1990, Loose Ends on 10 ceased operating as a business <br /> and closed its doors. This was an unexpected move brought about by <br /> the inability of our firm to meet certain contractual obligations <br /> with the lessors. It was my hope that funding could be obtained to <br /> satisify the obligation but at the last moment, it fell through. <br /> It is my understanding that Mr. Loosen, the lessor, has an agreement <br /> to sell the real estste for other development. <br /> On July 1, 1990 I paid $3,801.00 for the second half of my on sale <br /> liquor license and general corporate and restaurant license. Loose Ends <br /> was only in operation for 22 days of the second half of 1990. There <br /> will not be another on sale establishment on this property. <br /> I realize that there is no provision on the records for a refund <br /> of this license but at this time I am asking that you consider this <br /> case seperatly and please refund a pro-rated portion of this large <br /> amount. There are some outstanding utility bills due which I would <br /> expect to be deducted from the total. <br /> Being forced out of business has caused a considerable hardship on <br /> myself and my family and we are in desperate need of these funds. <br /> During the four years that I operated Loose Ends, ther always was <br /> a shortage of funds and sometimes the business went from week to week <br /> on operations.
