Mounds View City Council August 13, 1990 <br /> Regular Meeting Page Four <br /> Mayor Hankner read a prepared statement, extending 9 . Residents <br /> sympathy to Police Chief Tim Ramacher and his family Requests and <br /> on the recent death of both parents, as well as to Comments from <br /> the family of Wally Skiba, a former employee who the Floor <br /> passed away recently. She also extended sympathy <br /> to Don Brager and Ric Minetor who each have a <br /> seriously ill parent . <br /> Mayor Hankner noted Mounds View has been declared <br /> Capital for a Day on August 22 and Staff is working <br /> with the Council in planning and organizing for that <br /> day. <br /> Mayor Hankner continued her prepared statement, con- <br /> cerning the resignation on July 20 of Donald Pauley, <br /> former Clerk/Administrator. She reviewed the form <br /> of government Mounds View has under the Charter, <br /> and the fact the money paid to Mr. Pauley was called <br /> for in a contract written by him and executed by <br /> then Mayor McCarty. Legal opinion was given that <br /> with no termination date nor renegotiation date, the <br /> present Council was bound by the terms of the contract. <br /> Mayor Hankner stated it is time for the City to move <br /> forward. A meeting has been set for August 15th at <br /> 2 PM between the Council and management consultants, <br /> with Staff invited, to discuss what qualifications <br /> are desired in a new clerk/administrator. She <br /> recommended that Charlynn Robertson, a Mounds View <br /> resident and member of the Police Civil Service <br /> Commission and professional personnel manager assist <br /> in the process . Ms. Robertson has indicated her <br /> willingness to volunteer her time and expertise. <br /> Mr. McCarty stated he felt he had been singled out <br /> by Mayor Hankner;. with political motivation. He <br /> read a prepared list of questions concerning the <br /> resignation of Donald Pauley, the -necessity of it, <br /> cost to the City, urgency in doing it, and questioned <br /> whether the vote was split 3/2. He reminded the <br /> Council of the process followed in the termination of <br /> a former Clerk/Administrator, Jeff Nelson, who <br /> received two weeks severance pay versus Mr. Pauley' s <br /> $42, 000. <br /> Mayor Hankner clarified the Council was bound by <br /> the contract, which had no termination date, and <br /> the vote by the Council was unanimous, 5/0. <br /> Attorney Meyers explained he had worked with Mr. <br /> Pauley for -10 years and knew him socially and as <br /> a friend, which he felt was a conflict of interest, <br /> which is why special counsel was recommended. He <br /> added the Council worked under the existing open <br /> meeting laws and data privacy laws, noting closed <br /> meetings are legitimate on personnel matters . <br />
