ITEM: 5 <br /> MEMORANDUM <br /> 410 <br /> TO: MAYOR AND CITY COUNCIL <br /> FROM: CLERK-ADMINISTRATOR PAULE ,&el" <br /> DATE: JULY 3, 1990 <br /> SUBJECT: RAMSEY COUNTY 1990-1991 CAPITAL IMPROVEMENT PLAN <br /> AND MOUNDS VIEW COMPOST SITE <br /> Commissioner McCarty has requested that he and Assistant <br /> County Public Works Director Paul Kirkwold be provided a time <br /> on your July 9, 1990, agenda to present the County's 1990- <br /> 1991 Capital Improvement Plan. Enclosed is a copy for your <br /> information provided by Commissioner McCarty's office. <br /> Commissioner McCarty will also be accompanied by Mr. Zack <br /> Hansen, Solid Waste Division Manager for Ramsey County. Mr. <br /> Hansen will discuss the County's current activities in the <br /> area of solid waste management and recycling. At the time <br /> Commissioner McCarty was making arrangements for this <br /> presentation, Mr. Hansen contacted City Forester Rick Wriskey, <br /> and ultimately myself, to discuss drainage problems on the <br /> 411 City's compost site which are making a large portion of the <br /> site unusable during wet weather. I suggested that Mr. Hansen <br /> submit a letter to me for your consideration proposing a <br /> solution to the problem to be funded by the County. It was my <br /> thought that the Council would wish to discuss any <br /> improvements which might make the site more permanent in <br /> nature as it relates to the continued use of Ardan Park <br /> compost site as well as the advisability of the proposed <br /> improvements. Since Mr. Hansen will be at the Council meeting <br /> on July 9, I wanted to provide you with a copy of the letter <br /> this office received from him last Friday, June 29, in order <br /> that you may avail yourself of the opportunity to ask Mr. <br /> Hansen any questions regarding this proposal at that time. <br /> Staff is not proposing that a decision be made regarding this <br /> matter at the July 9 Council meeting unless it is your desire <br /> to do so. Otherwise, the item will be placed on the July 16 <br /> Agenda Session agenda for your consideration. <br /> DFP/BAB <br /> Enclosure <br />
