MEMORANDUM <br /> TO: Mayor and City Council <br /> FROM: City Planner, Michelle Hren <br /> DATE: January 31, 1990 <br /> SUBJECT: Organized Solid Waste Collection <br /> Based upon direction from the City Council, City Staff has further <br /> researched the possibility of the City of Mounds View converting <br /> to an Organized Solid Waste Collection. This includes but not <br /> limited to the collection of garbage, recycling, yard waste, and <br /> possibly plastics. <br /> City staff is still working under the assumption that this system <br /> would be implemented April 1, 1990 or as soon thereafter as <br /> possible if the City Council feels that this system is the <br /> preferred method of collection in the City. <br /> This report reviews several major issues that must be addressed <br /> prior to the City Council making any decisions. City Staff has <br /> preliminarily researched the possibilities of the City of Mounds <br /> • View doing the actual collor+-inn of all residential solid waste in <br /> the City of Mounds View. This includes the purchase of the <br /> required trucks, storage building, and hiring staff people to <br /> perform the service on a full time basis. Please refer to City <br /> Engineer Minetor' s memorandum dated January 25, 1990 which <br /> specifically addresses the concerns the City should be aware of if <br /> this is the desired route the City Council wants to pursue. <br /> Also addressed is the possibility of having the City do the actual <br /> billing for this service as opposed to the hauler. City Finance <br /> Director Brager has outlined several issues regarding the pros and <br /> cons of the billing. Some of the major concerns the City would have <br /> include delinquent bills, possibly a different billing system due <br /> to the rising pr-ices of solid waste collection, and additional <br /> staff people if the billing system is done more often than <br /> quarterly. <br /> Some of the cities that have gone to an organized collection system <br /> do the billing in house and some cities have the hauler do the <br /> billing. The party responsible for the billing can be negotiated <br /> with the haulers . To-date we do not have any estimates from the <br /> haulers for the charge of doing the billing for the City of Mounds <br /> View. A survey has been attached that outlines the charges for <br /> other cities that have an organized system. We do expect that any <br /> proposals received will address their (the haulers) capabilities <br /> 411 and cost of handling the billing for the City if that is the option <br /> the City chooses . <br />
