• <br /> City Staff met with the Haulers on Monday, January 29, 1990 in an <br /> attempt to determine the interest level among the haulers. Prior <br /> to this meeting the City did not receive any inquiries from the <br /> haulers with the exception of Vasko who wanted to know whether the <br /> proposed organized collection included commercial properties. <br /> Approximately seven haulers showed up for the meeting. <br /> Based on the outcome of the meeting it is the intent of some of <br /> the haulers to form a consortium to meet the needs of the City and <br /> stay in business. At this meeting the haulers also expressed their <br /> concerns of the City adopting the organized collection system. The <br /> haulers concerns are significant considerations that must be dealt <br /> with during negotiations. <br /> The haulers raised the issue of how would the City address <br /> delinquent bills if the hauler was doing the billing. The problem <br /> is that currently if someone refuses to pay, the hauler <br /> discontinues the service. However if they are under contract with <br /> the City, they are still required to pickup at all homes in the <br /> City. There are ways that the City can participate in solving this <br /> problem. I believe the City has the opportunity to assess <br /> delinquent bills on the property taxes in order to collect the <br /> money. This however would require verification from the City <br /> Attorney. <br /> Additional concerns raised included the pickup of multi-family • <br /> units which are considered commercial accounts due to the type of <br /> garbage dumpster required and the increased number of pickups per <br /> week that are required for the larger complexes. <br /> Additional concerns were with regard to the trends that have <br /> happened in other cities. In particular, the Cities have started <br /> to exempt certain homes. Residents have complained that they <br /> should not have to be part of the program because they run a <br /> business out of their home or that they produce minimal garbage. <br /> The Cities have started to exempt certain homes if the person calls <br /> in and complains. Apparently this has been a problem because a <br /> number of the haulersraisedthis issue. -- <br /> I believe that we would have a certain number of residents calling <br /> with this claim particularly due to the increasingly high cost of <br /> waste collection and the recycling participation rate of our <br /> residents. The recycling participation rate for the City of Mounds <br /> View for the 1989 year was 17 . 36 %. The total number of potential <br /> stops for each collection day is 4128 . That means 717 homes in <br /> Mounds View recycle. <br /> The haulers indicated that they would pursue forming a corporation <br /> and submit to the City a letter of intent to participate in this <br /> process and at a later date submit a proposal for the City' s411 <br /> consideration. <br />
