MEMORANDUM 411 <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, City Engineer/Director of Public Works <br /> g.e44;4-- <br /> Date :January 25 , 1990 �� <br /> Subject :Analysis of Costs for City Operation of Solid Waste <br /> and Recycling Programs <br /> I have researched some of the costs for City personnel to provide <br /> solid waste collection and recycling programs . The majority of my <br /> information came from St. Cloud, where the City operates the <br /> solid waste and recycling programs currently. St. Cloud's program <br /> provides service to residential customers only. Commercial <br /> customers are required to obtain service from commercial haulers. <br /> St. Cloud provides service to 10 , 107 customers on a once a week <br /> pick-up basis . This is approximately 3 times the number of <br /> similar customers we would have in Mounds View. <br /> The costs for thin.: proposal can beG broken down int- <br /> the <br /> ntothe '._Z ci ategorip <br /> �+ <br /> costs involved with solid waste collection and disposal , the <br /> costs for recycling program collection delivery of recyclables to 111 <br /> a recycling center, and costs to operate the 2 programs . The <br /> attached cost analysis is a rough estimate and is not intended to <br /> give an accurate representation of implementing a program of this <br /> nature . If this preliminary analysis is considered to be a <br /> possible program the Council would like to implement, a <br /> comprehensive feasibility study should be commissioned. <br /> I based this analysis on the following assumptions : <br /> Only curb side pick-up would be provided , residential <br /> complexes and other locations with dumpster type containers <br /> would need to be served by a commercial hauler. <br /> Recycling pick-up would be provided once a week, on the same <br /> day as the solid waste collection for the neighborhood, <br /> One packer truck would be required with a second truck held <br /> in reserve ; the assumption that we would not want a <br /> mechanical breakdown to impair the collection program. <br /> The recycling program would have only one truck , the <br /> assumption being that this could wait for repairs as this <br /> is not as critical . <br /> Spring and Fall seasons with heavy clean-up and disposal <br /> 111 <br /> h. <br />
