It will be 5.3 <br /> miles long, and it is being built due to congestion <br /> on existing Highway 10. All access to the new highway <br /> will be through interchanges, which will be metered. <br /> Mr. Benson reviewed the stages the project has gone <br /> through, back to 1979. County Road J will be done <br /> in 1992, to Highway 65, with the entire project to <br /> be completed in 1996. <br /> James Nelson, 8303 Red Oak Drive, asked how traffic <br /> would be handled during construction. <br /> Craig Robinson, of MnDOT, reviewed the plan and showed <br /> on the map how 'traffic will be directed. The road <br /> will be closed off for a very hort time, perhaps two <br /> weeks, and traffic will be rerouted. • <br /> Lyle Nelson, no address given, expressed concern <br /> with both noise and air pollution, stating 59, 900 <br /> cars are projected by the year 2000, and he questioned <br /> where all those cars are going to go. He also stated <br /> he felt those cars would be going through his yard. <br /> Mr. Benson explained the ramps will be metered to <br /> control traffic. <br /> Mr. Robinson reviewed the noise abatement situation, <br /> explaining that due to Legislative action, noise <br /> abatement cannot be put in until the road is recon- <br /> structed. However, the noise projections for 2000 <br /> do not show significant increases in levels. There <br /> is a Legislative moratorium on noise abatement, and <br /> while individual communities have attempted to <br /> address it, it is very expensive. <br /> Mr. Nelson read from an article published on November <br /> 1, 1979 in the New Brighton Bulletin, and stated he <br /> feels this meeting is no more than a formality, as <br /> the people have no say in the matter. <br /> Jerry Linke, 2319 Knoll Drive, asked what projections <br /> 111 are for 35W. <br />
