Mounds View City Council January 8, 1990 <br /> Regular Meeting Page Three <br /> 0 Mr. Robinson replied metered ramps will handle the <br /> increasing traffic, and while the total metering <br /> system is not in place yet, by the time the project <br /> is finished, it will be. <br /> Mr. Linke stated now is the time to look at future <br /> problems, not later. <br /> Mayor Hankner stated she sees a real potential for <br /> build-up of traffic along County Road I, with the <br /> metered ramp. <br /> Mr. Robinson explained when all ramps on the system <br /> are metered, it will run more smoothly. He also <br /> explained the EIS was approved in 1986, and planning <br /> cannot be done until the EIS is approved, so it can <br /> be 4-6 years from the time the EIS is approved until <br /> construction actually begins. <br /> Mayor Hankner noted a good deal of commercial develop- <br /> ment had been done and asked if that had been antici- <br /> pated. <br /> Mr. Robinson replied they had taken future develop- <br /> ment into consideration. He also explained how <br /> • different metering systems work, whether on a fixed <br /> time or by pressure plate, or centralized computed <br /> system. He added a new system is being worked on. <br /> Paul Henzela, 8470 Eastwood, asked if any preliminary <br /> studies have included looking at studies of metro- <br /> politan areas that have expanded rapidly, so that <br /> the Twin Cities can learn from those other areas. <br /> Mr. Robinson replied all studies benefit from the <br /> experience of other areas. <br /> Mark Hogen,,, 8340 Spring Lake Park Road, asked which <br /> roads in Mounds View will intersect with the <br /> airport road. <br /> Mr. Robinson replied existing County Road J will be <br /> a local street from Groveland to Long Lake Road, and <br /> the first street that would have access is Knoll- <br /> wood. <br /> Mr. Hogen stated it would then appear that Knollwood <br /> and Spring Lake Park Road would have all the traffic <br /> and asked if they would be updated. <br /> Mr. Robinson replied nothing is planned for the local <br /> . roads. <br /> Lloyd Bardwell, 2932 County Road J, expressed con- <br /> cern for access for emergency vehicles. <br />
