Mr. Linke stated now is the time to look at future problems, not later. Mayor Hankner stated she sees a real potential for build-up of traffic along County Road I, with the metered ramp. Mr. Robinson explained when all ramps on the system are metered, it will run more smoothly. He also explained the EIS was approved in 1986, and planning cannot be done until the EIS is approved, so it can be 4-6 years from the time the EIS is approved until construction actually begins. Mayor Hankner noted a good deal of commercial develop- ment had been done and asked if that had been antici- pated. Mr. Robinson replied they had taken future develop- ment into consideration. He also explained how • different metering systems work, whether on a fixed time or by pressure plate, or centralized computed system. He added a new system is being worked on. Paul Henzela, 8470 Eastwood, asked if any preliminary studies have included looking at studies of metro- politan areas that have expanded rapidly, so that the Twin Cities can learn from those other areas. Mr. Robinson replied all studies benefit from the experience of other areas. Mark Hogen,,, 8340 Spring Lake Park Road, asked which roads in Mounds View will intersect with the airport road. Mr. Robinson replied existing County Road J will be a local street from Groveland to Long Lake Road, and the first street that would have access is Knoll- wood. Mr. Hogen stated it would then appear that Knollwood and Spring Lake Park Road would have all the traffic and asked if they would be updated. Mr. Robinson replied nothing is planned for the local . roads. Lloyd Bardwell, 2932 County Road J, expressed con- cern for access for emergency vehicles.
