He added <br /> that children especially will not use them, and <br /> fatalities occur every year with someone trying to <br /> cross the highway next to a pedestrian bridge. <br /> Sherri Nelson, no address given, stated she feels <br /> like a second 'class citizen, as she waits so long <br /> for the signals to cross Highway 10. <br /> Mr. Minetor clarified that emergency access would <br /> be addressed by MnDOT, as it is a MnDOT project. <br /> Clerk/Administrator Pauley added that Fire Chief <br /> Fagerstrom has never voiced concern about the <br /> access, but he will check with him and have him <br /> speak with MnDOT. <br /> Mayor Hankner closed the public hearing and <br /> reopened the regular meeting at 7:56 PM. <br /> It was agreed the issues that needed to be addressed <br /> further were the moratorium on noise abatement, <br /> • emergency access, and timing of the signal on <br /> Highway 10 at Long Lake Road. <br /> Mayor Hankner advised that the State of the City <br /> address and reappointment of Commissions,. which <br /> typically would be done at the first regular meet- <br /> ing of the year, will be done on January 22. <br /> Mayor Hankner stated a resident had recently raised <br /> the point about attendance of Councilmembers at <br /> meetings, and she is also concerned about the issue <br /> and would like to develop a new policy, to publish <br /> t e ounci a en•ance rec•r: - • <br /> newspaper quarterly, as well as quarterly in the <br /> City newsletter. She reviewed the Code and Charter <br /> requirements for attendance, and explained special <br /> meetings are not a legal obligation under the Code. <br /> She added she would like to start with publishing <br /> the Council attendance record for 1989 in the <br /> official newspaper, as soon as possible, and then <br /> follow up every six months, as well as in the City <br /> newsleter. <br /> Motion/Second: Hankner/Paone to direct Staff to <br /> put 1989 attendance records of the Council for <br /> regular meetings in the New Brighton Bulletin, and <br /> 0 prepare a resolution for the remainder of the policy. <br /> 5 ayes 0 nays Motion Carried <br />
