Mounds View City Council April 9, 1990 <br /> Regular Meeting Page Five <br /> Hankner reported she had met with Senator <br /> * Mayor <br /> Novak and Commissioner Levine last week, to consi- <br /> der other alternatives, and they agreed the decision <br /> on the airport road can be put off for the time <br /> being, with funds set aside. Mayor Hankner extended <br /> her thanks to MnDOT and Commissioner Levine for their <br /> willingness to work on this. <br /> Mr. McCarty gave an overview of actions taken by <br /> past Councils, and the history of discussions on this <br /> project, and reviewed the activity from 1971 on. He <br /> stated the Council should consider that the ball has <br /> been dropped, but not by predecessors and Councilmember <br /> Quick should apologize to those he accused. <br /> Mayor Hankner clarified she will not deny anyone the <br /> opportunity to speak to the Council . She further <br /> explained MnDOT has no record of any formal approval <br /> from Mounds View on this project, and the resolutions <br /> referred to by Mr. McCarty did not give the specifics <br /> as required by MnDOT. She added they are in this <br /> situation today because there is no formal document <br /> on record, giving formal approval, and this Council <br /> will be giving formal approval to the project tonight. <br /> Stan Hagen, 8439 Knollwood Drive, stated he was <br /> 411present tonight because of alternate 10. He stated <br /> the majority of people would like to see alternate <br /> 3/6, with safety and convenience important issues. <br /> Mr. McCarty stated it was never intended to go <br /> beyond corridor selection before 1986, and a signifi- <br /> cant element was in 1986 during the design hearings. <br /> It was determinied the Council is in agreement wit hthe goals <br /> previously set out by the Council and the Citizens Work Group. <br /> Motion/Second: Quick/Wuori to approve the goals as <br /> layed out by the citizens group with the Council, <br /> as guiding goals in the decision making process. <br /> 5 ayes 0 nays Motion Carried <br /> It was noted the Health One response group indicates <br /> response time is 6-8 minutes, dependent upon the <br /> circumstances and location. Mayor Hankner referred to a merry frau Michelle <br /> Hren, who, at the Mayor's request had conducted an inquiry with Health One. <br /> Mayor Hankner read proposed Resolution No. 3024. <br /> Mark Benson, project manager from MnDOT, explained <br /> they are asking for approval of the new Highway 10 <br /> illproject, specifying layout #13. He stated this does <br /> not show access at the airport road or Groveland <br /> Road, and they are willing to look at contingencies <br /> within the resolution to approve layout #13. He also <br /> reviewed potential problems with 3/6 and suggested <br /> road alignments. <br />
