I have reviewed the matter with <br /> Council staff and I am concerned because we do not believe the Metropolitan Council and the <br /> . Metropolitan Airports Commission are in violation of state law and the agreement between <br /> MAC, the Council, and the City, as you indicate in your letter. <br /> According to the 1986 agreement cited in your letter, MAC agreed "to develop the airport <br /> pursuant to the Airport Master Plan formally adopted by the Metropolitan Airports Commission <br /> on August 15, 1983, and approved by the Metropolitan Council on November 22, 1983." Please <br /> see paragraph 2 of the Stipulation and Order attached to this letter for your reference. The <br /> Airport Master Plan referenced in the agreement provides for the development of parallel <br /> runways. A copy of the composite development illustration from the Master Plan is also <br /> attached to this letter for your reference. Council staff, therefore, believes that the parallel <br /> runways which you reference in your letter were explicitly contemplated in the agreement. <br /> In addition, the Reliever Study proposal for the Anoka County-Blaine Airport reflects the 1983 <br /> Airport Master Plan. The Master Plan is consistent with the City's comprehensive plan. The <br /> ability of the City to authorize development consistent with its local comprehensive plan is not <br /> affected by the Reliever Study proposal. <br /> Finally, Minnesota Statutes section 473.653 states: "The metropolitan airports commission shall <br /> not take any action with respect to an airport owned by it that would result in a permanent net <br /> reduction in usable runway length at the airport. Retention of existing usable runway length at <br /> an airport owned by the metropolitan airports commission shall not cause the airport to be <br /> reclassified from a minor use to an intermediate use airport." The MAC is not recommending a <br /> net reduction in usable runway length at the Anoka County-Blaine Airport. In addition, the <br /> • <br />
