atz--41&) <br /> • <br /> MEMO TO: MAYOR AND CITY COUN <br /> MW6419 <br /> • <br /> FROM: CLERK-ADMINISTRATO-, � <br /> DATE: MARCH 28, 1990 <br /> SUBJECT: REGIONAL RELIEVER AIRPORT STUDY <br /> After detailed review of Metropolitan Council Chair Steve <br /> Keefe's letter of March 12, 1990, copy attached, and telephone <br /> conversations with City Attorney Dick Meyers, I have come to <br /> the following conclusions with respect to Mr. Keefe's letter <br /> and the settlement agreement between the City of Mounds View, <br /> the Metropolitan Council, and the Metropolitan Airports <br /> Commission. <br /> 1. Mr. Keefe is accurate in his statement that the <br /> Reliever Airport Study's recommendations for the Anoka <br /> County-Blaine Airport are consistent with the 1983 <br /> Master Plan. The Master Plan which was agreed to by <br /> all parties in the settlement of the City's lawsuit as <br /> the standard for development of the airport, provides <br /> for the construction of parallel north/south and <br /> east/west runways in Phases 2 and 3 of the Plan. <br /> • 2 . Attorney Meyers recalls that it was felt by the <br /> representatives of the City at the negotiating sessions <br /> that the construction of parallel runways and tower <br /> would have a negligible effect upon the City as long as <br /> the ILS was placed on the end of the east/west runway <br /> rather than the north/south runway originally proposed <br /> and the north/south runway was moved to the north. As <br /> you know, the north/south runway has been moved and the <br /> Master Plan calls for the ILS to be built on the end of <br /> the east/west runway. <br /> 3. City Attorney Meyers has advised that the City of <br /> Mounds View is bound to the settlement agreement and <br /> cannot legally object to the development of the airport <br /> if it is consistent with the 1983 Master Plan. The <br /> settlement agreement, however, does not prevent other <br /> affected cities or property owners from voicing their <br /> objections or concerns. <br /> City Attorney Meyers will be returning to the Twin Cities <br /> approximately May 1st.
