You've asked whether a facility which is <br /> engaged primarily in training individuals to groom pets would fall <br /> tinder the definition of pet stores for that zoning within the City. <br /> I 've read the ordinance which you forwarded to me. It <br /> strictly defines a pet store as a structure intended primarily for <br /> the sale of small domesticated animals. It appears that grooming <br /> • is only allowed as an adjunct to the main purpose of a pet store <br /> which is the sale of animals. <br /> since the facility that is proposed is intended primarily for <br /> educational purposes as opposed to retail sale of animals it does <br /> not appear that that use would be permitted without a conditional <br /> use permit within a 22 area. <br /> The definition of pet store .in our current city ordinances may <br /> not be adequate to define the number of permitted act ivitiee that <br /> we would like to see pet store owners or other facilities engage <br /> was my initial opinion that such an educational facility would be <br /> permitted within the city until the zoning ordinances were charged <br /> to hopefully include els a=_- tviciaa , However, after: reading the <br /> ordinance that you sect -.a em afraid that the party will nave <br /> to request a conditional use permit until the ordinances are in <br /> fact changed to allow for educationai activities .
