The applicant has applied for a variance from the driveway
requirement. The variance would allow the access on Long Lake Road to be
retained. After discussions with City Staff, it is apparent that access can be gained
from Bronson Drive, thus eliminating the need for a variance. Although Bronson
Drive at this time is not the most desirable, there may be the time that Bronson
Drive could be upgraded to accommodate the needs of Phillips 66 Company.
Should the City approve an access on Long Lake Road, nothing could be done
about that access point, however, work could be done to Bronson Drive to allow
acceptable access into the site. As shown in the attachment, the criteria for
granting a variance is outlined. It would appear that there is the possibility of
providing access onto Bronson Drive, therefore, eliminating the argument for a true
hardship.
PARKING
The site is required to provide eight parking spaces including one handicapped
stall. Eight parking spaces have been shown on the site plan including one .
handicapped stall. The four parallel parking spaces along Highway 10 measure 9'
x 20'. The Code requires that parallel parking be 22' feet in length, therefore, the
stalls must be revised to be in compliance with the parking requirements. There
appears to be more than adequate room on the site to extend the length of the
stalls towards Long Lake Road.
LANDSCAPING
The applicant has submitted a revised landscaping plan for this site. Please refer to City Engineer's memorandum attached to
this report. It would appear that the only problem unresolved is the requirement
for a permit from Minnesota Department of Transportation for overflow drainage.
•
