Paul, MN 55113 <br /> RE: Storm Water Management Fee for. <br /> Mounds View Library B.A. 8821 <br /> Dear Mr. Feders : <br /> The Mounds View City Council at their January 2, 1990 Agenda <br /> Session reviewed your letter of December 18, 1989 requesting • <br /> that the City refund to Frerichs Construction the $1, 299 <br /> storm water management fee charged at the time of the <br /> issuance of a building permit for the Mounds View Branch <br /> Library. <br /> The City Council, Mr. Feders, felt very strongly that <br /> neither Ramsey County nor the Ramsey County Library Board <br /> should be responsible for. compensating Frerichs Construction <br /> Company for the storm water management fee nor should they <br /> agree to the requested Change Order due to a bidding error <br /> on the part of Frerichs Construction Company. Should <br /> Frerichs Construction Company have adequately researched all <br /> license and permit fees charged by the City of Mounds View <br /> as part of a building permit for such a project, they would <br /> have learned that a storm water management fee would have <br /> been charged for this project and, therefore, would have <br /> included it in their initial bid. Neither Ramsey County nor <br /> the Ramsey County Library Board should be held responsible <br /> for the errors and ommissions of a bidder. <br /> The City Council is also somewhat disturbed by the fact that <br /> Frerichs Construction Company not only requested the $1, 299 <br /> storm water management fee be reimbursed to them, but also <br /> expected that Ramsey County and the Ramsey County Library <br /> Board pay them a 10% profit for having had to pay this fee <br />
