Mounds View City Council April 23, 1990 <br /> Regular Meeting Page Two <br /> Ms. Saarion reviewed the improvements made to Lakeside • <br /> Park, Silver View Park, Hillside Park, Oakwood Park <br /> and Greenfield Park. She also advised picnic and <br /> recreation kits are available for loan from the Park <br /> and Rec department. <br /> Mayor Hankner closed the regular meeting and opened 6. Public Hearing: <br /> the public hearing at 7:46 PM. Consideration <br /> of Resolution <br /> City Engineer/Public Works Director Minetor explained No. 3031 <br /> the White Oak Homeowners Association has requested a Approving <br /> wetland alteration permit for general yard mainte- Wetlands <br /> nance, including mowing, trimming trees, filling in Alteration <br /> depressions, gardening and harvesting vegetables. Permit for <br /> Everything they have been doing, and are requesting White Oak Park <br /> to continue to do, would be impacted by the wetlands Homeowners <br /> ordinance. Staff has reviewed the code and Association <br /> would like the Council ' s interpretation of this. <br /> Mr. Minetor reported the group has requested autho- <br /> rity to treat White Oak Pond with chemicals, which <br /> has to be reviewed by the DNR. <br /> Mr. Minetor explained the majority of the requested <br /> items are minor and he feels the Council can waive • <br /> some of the requirements in relationship to single <br /> family homes. He added these items should have very <br /> little impact on the wetlands. <br /> Marcia Varaniak, 2523 Woodcrest, read a prepared <br /> statement, referring to the group's articles of <br /> incorporation adopted in 1970. She stated they <br /> should not be required to get a permit and pay a <br /> fee. <br /> Ms. Varaniak presented a picture of the back yard <br /> . . _ - - . _ ., - . - <br /> yard is in the buffer zone, thereby restricting <br /> that entire back yard from any upkeep or mainte- <br /> nance. She requested the Council grant the permit <br /> and reconsider the practicality of the buffer zone <br /> restrictions for this. <br /> Mayor Hankner explained they are considerng <br /> changes to the wetlands ordinance, and will be <br /> holding a first meeting on May 9 at 7 PM, to <br /> review the wetlands ordinance. Attorney Meyers, <br /> who was instrumental in the writing of the original <br /> ordinance, will be present at that meeting. <br /> Mayor Hankner closed the public hearing and reopened <br /> the regular meeting at 7:55 PM. <br />
