• <br /> 2. 07 <br /> (1) A member may be excused from voting in the case of <br /> conflict of interest on a matter before the Council only with the <br /> • unanimous consent of the other members present. <br /> (2 ) A motion before the Council shall be reduced to <br /> !II writing by the Clerk-Administrator at the request of any Council- <br /> member . <br /> (3 ) Such other special rules may be adopted and included <br /> in this subdivision as the Council from time to time deems <br /> necessary. <br /> Subdivision 3 . General Rules. In all other matters of <br /> parliamentary procedure, the Council shall be governed by the <br /> latest printed edition of "Robert ' s Rules of Order" . <br /> Subdivision 4. Suspension of Rules. The operation and <br /> effect of any rule established or followed pursuant to this <br /> section may be suspended upon the unanimous vote of the Council . <br /> 2.08. ATTENDANCE AT COUNCIL MEETINGS . The attendance at <br /> council meetings of each member of the Council is deemed to be <br /> one of the most important duties imposed by law upon him. His <br /> presence to participate in the hearings, deliberations and <br /> decisions of the Council is essential to the proper discharge of <br /> his official duties. Recognizing that it is not always possible <br /> for each member of the Council to be present at all meetings, and <br /> that by reason of business demands, state of health, personal <br /> • problems, vacations and other matters occasional absences are <br /> excusable, the Council may compel the attendance of members and <br /> punish non-attendance by resolution adopted by a majority. A <br /> vacancy in the Council, whether it be in the office of Mayor or <br /> Councilmember, shall be deemed to exist by reason of the failure <br /> of any member of the Council without good cause to attend Council <br /> meetings for a period of three consecutive months. <br /> 2.09. COMPENSATION OF MAYOR AND COUNCIL. <br /> Subdivision 1 . Mayor ' s Compensation. The salary of the <br /> Mayor is fixed at $3, 600.00 per year . <br /> Subdivision 2. Councilmembers ' Salaries. The salary of <br /> the Councilmembers is fixed at $3, 300. 00 per year. <br /> Subdivision 3. Method of Payment . Said compensation <br /> shall be paid monthly. <br /> (147) (195 ) <br /> 2. 10. GENERAL POWERS . <br /> Subdivision 1 . Composition of Council. The Council shall <br /> consist of the Mayor and four Councilmembers . Three <br /> members shall constitute a quorum although a smaller <br /> • number may adjourn from time to time. <br />
