2. 10 <br /> Subidivison 2. Special Powers. The Council may preserve <br /> order at its meetings, and shall be the judge of the election and <br /> qualification of its members. The Council shall have power to <br /> regulate its own procedure. Every current contract, conveyance, 111 <br /> license or other written instrument shall be executed on behalf <br /> of the Municipality by the Mayor and Clerk-Administrator, with <br /> the corporate seal affixed, and only pursuant to authority from <br /> the Council. <br /> 2. 11. ACTING MAYOR. At its first meeting each year the <br /> Council shall choose an Acting Mayor from the Councilmembers. He <br /> shall perform the duties of Mayor during the disability or <br /> absence of the Mayor from the Municipality or, in the case of <br /> vacancy in the office of Mayor, until a successor has been <br /> elected or appointed and qualifies. <br /> 2. 12. APPOINTMENT OF OFFICERS, EMPLOYEES AND AGENTS. <br /> The Council may appoint such officers, employees and agents for <br /> the Municipality as may be deemed necessary for the proper <br /> management and operation of municipal affairs. The Council may <br /> prescribe the duties and fix the compensation of all officers, <br /> both appointive and elective, employees and agents, when not <br /> otherwise prescribed by law. The Council may, except as <br /> otherwise provided, remove any appointive officer or employee <br /> when in its judgement the public welfare will be promoted by the <br /> removal . Such power of removal is subject to veteran 's <br /> preference and civil service laws that may be applicable. • <br /> 2. 13 . OFFICIAL NEWSPAPER. At its first meeting each year <br /> the Council shall designate the Official Newspaper which shall be <br /> the legal newspaper for the municipality. <br /> 2. 14 DEPOSITORY. At its first meeting each year, the <br /> Council shall designate the depository for the municipal funds. <br /> 2. 15 CONFLICT OF INTEREST. Any officer, employee or <br /> agent appointed by the Council pursuant to Chapter 2. 12, and any <br /> member of a committee or commission who has been appointed by the <br /> Council or Mayor, who in the discharge of his duties would be <br /> required to take an action or make a decision which in any way <br /> would affect his financial interests or those of a business with <br /> which he is associated shall take the following actions : <br /> ( 1 ) Disclose to the Council or to the chairperson and <br /> other members of the commission of which he is a member, his <br /> participation in the matter prior to the time the matter is <br /> considered by the Council, committee or commission. <br /> ( 2 ) Remove himself in a manner prescribed by the Council <br /> or the chairperson of the committee or commission of which is a <br /> member, from any consideration or influence over the action and <br /> decision in question. <br />
