Date of Election. Notwithstanding any <br /> other provision in Chapter 4 to the contrary, regular city <br /> elections shall be held biannually on the first Tuesday after the <br /> first Monday in November in even numbered years . <br /> Subdivision 2 . Terms and Transition. Two councilmembers <br /> shall be elected for four year terms at each biannual election <br /> commencing in 1974 . Two councilmembers shall be elected for a four <br /> year term at the 1974 election. The Mayor shall be elected for a <br /> two year term at each such election commencing in 1976 .
