5.01 <br /> • CHAPTER 5 <br /> ADMINISTRATION <br /> 5 . 01. TREASURER. The Treasurer shall receive and <br /> safely keep all money belonging to the Municipality, and shall <br /> promptly enter in a book provided for the purpose an account of all <br /> monies received and disbursed by him as Treasurer, showing the <br /> source and objects thereof with the date of each transaction. The <br /> Treasurer shall pay out money only upon the written order of the <br /> Mayor and Clerk-Administrator, or such other officers of <br /> independent boards or commissions as are authorized to issue orders <br /> in the case of board or commission operations. Such orders when <br /> paid and cancelled he shall retain as his vouchers . Such accounts <br /> and vouchers shall be exhibited to the Council upon its request. <br /> He shall deliver to his successor all books, papers and money <br /> belonging to the Municipality. The Treasurer shall immediately <br /> after the close of the calendar year make out and file with the <br /> Clerk-Administrator for public inspection a report of his balances, <br /> receipts and disbursements by funds for the year. The Treasurer <br /> may, with the consent of the Council, appoint a deputy treasurer <br /> for whose acts he shall be responsible and whom he may remove at <br /> pleasure. In case of the Treasurer's absence from the Municipality <br /> • or disability, the Council may appoint a deputy treasurer, if there <br /> is none, to serve during such absence or disability. The deputy <br /> may discharge any of the duties of the Treasurer. (412 . 141) <br /> 5 . 02 . CLERK-ADMINISTRATOR. <br /> Subdivision 1. The duties of the Clerk-Administrator of <br /> the Municipality shall include the duties of the clerk in a <br /> statutory city. The Clerk-Administrator shall give the required <br /> notice of each regular and special election, record the proceedings <br /> thereof, notify officials of their election or appointment to <br /> office, certify to the County Auditory all appointments and the <br /> results of all Municipal elections . He shall keep: <br /> ( 1) A minute book, noting therein all proceedings of the <br /> Council; <br /> (2) An ordinance book, in which he/she shall record in <br /> their entirety all ordinances passed by the Council. <br /> (3) An account book, in which he/she shall enter all <br /> money transactions of the Municipality, including the dates and <br /> amounts of all receipts and the person from whom the money was <br /> received and all orders drawn upon the Treasurer with their payee <br /> and object. <br />
