CHAPTER 52 <br /> PARKS, PLAYGROUNDS, OPEN SPACE AND <br /> RECREATION AREA RULES AND REGULATIONS <br /> 52.01. PURPOSE. <br /> The following rules and regulations are hereby adopted <br /> for all parks, playgrounds, open space and recreation area <br /> designated by the City of Mounds View. <br /> 52.02. DEFINITIONS. <br /> (1) Parks, playgrounds, open space, and recreation <br /> area. Any area, designed by the City of Mounds View, wherever <br /> located within the City which is reserved, designated or used for <br /> active or passive recreation and which is owned, operated or <br /> controlled by the City or controlled by another government unit. <br /> (2) Motor vehicle. "Motor vehicle" means every <br /> vehicle which is self-propelled and does not derive it's power <br /> from over-head wires. Motor vehicles include, but shall not be <br /> limited to, automobiles, trucks, motor bikes, mini-bikes, <br /> snowmobiles and battery-powered carts. <br /> 52. 03 . INTOXICATING AND NON-INTOXICATING BEVERAGES. <br /> No intoxicating beverages shall be consumed, displayed or <br /> possessed in any park, playground, open space, or recreation area <br /> in the City. In no event shall any non-intoxicating liquors be • <br /> sold or bartered in any park, playground, open space or <br /> recreation area. <br /> 52 .04. GLASS BOTTLES PROHIBITED. No glass beverage <br /> containers are allowed in any park, playground, open space or <br /> recreation area in the City. <br /> 52 .04 52.05. MOTOR VEHICLES PROHIBITED. No person, <br /> unless engaged in official City business, or otherwise <br /> specifically authorized by the Clerk-Administrator, shall operate <br /> a motor vehicle in any park, playground, open space, or <br /> recreation area within the City of Mounds View except upon these <br /> areas that area designated for use by certain vehicles. <br /> 52. 05 52. 06. CURFEW AUTHORIZED. No person unless <br /> engaged in official City business shall enter upon or use any <br /> park, playground, open space, or recreation area of the City, <br /> including all park property, improved or not, and all equipment <br /> and facilities located thereon, between the hours of 11 10 <br /> o'clock p.m. and 6 o'clock a.m. when such facilities are posted <br /> by signs noting the curfew hours; provided, however, that such <br /> posting shall be by order of the City Council. The fact that any <br /> person not engaged in official City business as authorized or <br /> delegated by the Clerk-Administrator may be present in a close <br /> park during said curfew hours shall be prima facie evidence that • <br /> said person is there unlawfully. <br />
