Item No: 05B <br />Meeting Date: June 5, 2006 <br />Type of Business: Work Session <br />City Administrator Review: _______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant to the City Administrator <br />Item Title/Subject: Comparable Cities for the Salary Compensation Study <br /> <br /> <br />Background <br /> <br />On April 10, 2006, the City Council authorized the firm Laumeyer & Associates to conduct the <br />Salary Compensation Study and Pay Equity Report. This Salary Compensation Study puts into <br />consideration population, city market value, and taxable tax capacity instead of just using Stanton <br />6 cities (population 10,000 – 25,000) as outlined in the Personnel Manual. <br /> <br />Discussion <br /> <br />The criteria used was that the city would be approximately 50 miles from Mounds View, have a <br />population between 9,000 and 14,000, and have a similar structure and tax capacity as Mounds <br />View. Here are the cities that were discussed between Staff and Laumeyer & Associates: <br /> <br /> <br />Arden Hills <br />Buffalo <br />Hutchinson * <br />Little Canada <br />Monticello <br />Mound <br />North St. Paul <br />Robbinsdale <br />St. Michael <br />Vadnais Heights <br /> *Hutchinson is about 75 miles. <br /> <br />Information from the Minnesota State Auditor’s website is attached for each City listed above. The <br />HR Committee will be discussing these comparable cities further at the HR Committee meeting on <br />June 5, 2006, preceding this Work Session. <br /> <br />Staff has sent out the salary survey, which was provided by Laumeyer and Associates, on May 26, <br />2006 (attached) to the above-listed comparable cities. As of Thursday, June 1st, Staff has received <br />surveys back from the City of Arden Hills, City of North St. Paul and the City of St. Michael. These <br />completed surveys were forwarded to Laumeyer & Associates. As of now, the firm is on task to <br />complete this Salary Compensation Study by July 1, 2006. <br /> <br />Respectfully submitted, <br />Desaree Crane
