Item No. 5A <br />Meeting Date: November 6, 2006 <br />Type of Business: WK <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: T-Mobile Proposal to Install a Communications Pole <br />and Antenna at Groveland Park <br /> <br />Background: <br />The City has been contact by T-Mobile Central LLC to introduce the possibility of <br />constructing a 10'X12' building along with a 100' pole that would have antennas <br />mounted on it in Groveland Park. <br /> <br /> <br /> Discussion: <br />The proposed location would be just off of the northeast corner of the basketball <br />court. The initial proposal would include an $800 monthly rental fee with an <br />annual escalator percentage of 3% - both would be negotiable. The agreement <br />would have an initial term of five years with a additional five-year renewal term. <br />There is also the possibility that T-Mobile would allow the pole to be used to <br />mount lights that would replace the two existing wooden poles and lights that <br />illuminate the skating rink at Groveland Park. Conditions and compensation <br />would need to be determined and agreed upon. <br /> <br />This issue was included in the October 26, 2006 Parks and Recreation Meeting <br />agenda. A representative of T-Mobile was not in attendance to explain their <br />proposal and answer the questions of the Commission—see attached questions. <br /> <br />If City Council moves forward with this plan (at Groveland or in another park), <br />Parks and Recreation and Forestry Commission would request the following: <br /> <br />1) An opportunity to explore lighting options at T-Mobile expense for <br />installation and running electricity to the Groveland Park Building to <br />regulate its use. <br /> <br />2) The funds/proceeds from this project would be put into Park Dedication <br />Funds, or at a minimum into a fund that supports Mound View Parks.
