3) Building design would need to match new facility—construction type and <br />appearance. <br /> <br />4) If T-Mobile determines to abandon the site; the pole, lighting, building, etc. <br />becomes property of the City. <br /> <br />5) We would like a formal presentation to the PR&F Commission by T-Mobile <br />in November. <br /> <br />Majority of the Parks and Recreation and Forestry Commissioners (3-2) were not <br />in favor of this plan due to park aesthetics, park use, future expansion, and <br />setting precedence. Those that were in favor of the proposal did so with the <br />following conditions for the pole and building; that they fit in to the aesthetics of <br />the park, have functional park use, and have neighborhood support. <br /> <br />At the November Work Session a representative of T-Mobile will be available to <br />present the proposal and answer any questions the City Council may have. <br /> <br />Some questions the City Council may want to consider having addressed could <br />be: <br /> <br />1. Why is the preferred location Groveland Park? Can it be located <br />somewhere else on City property? example: east side of Arden Park next <br />to Trunk Highway 10... <br />2. If the lease is terminated, will the City gain ownership of the pole and <br />building? <br />3. What would be the terms of the agreement if City-owned lights are <br />mounted on to the pole? <br />4. Will there be additional liability for the City as a result of having a 100' pole <br />on City property? Are there impacts to the City insurance rates? <br />5. What is T-Mobile's policy on vandalism control and remediation (example: <br />if graffiti is painted onto the building how and when would T-Mobile correct <br />this? <br />6. Is there typically a "collapse zone" established for a tower structure? If so, <br />what is this and how will it affect the use of the park property? <br />7. Can the City require similar architecture and/or building materials and/or <br />color as the new Groveland building? <br />8. How many antennas will be mounted on the pole? <br />9. Pole color, diameter…. <br />10. Will there be / can there be co-location of other companies on this pole? <br />11. How will T-Mobile access the site? How often will they need (typically) to <br />access the site? With what type of equipment? <br />12. How will access wear and tear following construction, and as a result of <br />on going access to the site be addressed? <br /> <br /> <br /> <br />
