As part of the public input process for this project, a “Feedback” form will be <br />developed and mailed out to affected property owners. It will also be available at <br />the Neighborhood Meeting scheduled for November 21, 2006. <br /> <br />The Feedback form will request input on various aspects of this proposed project. <br />Some questions the City may seek could include are: <br /> <br /> Having reviewed the Public Information Summary for the proposed Street <br />and Utility Improvement Project, would you be in favor of this project? <br /> <br /> Should this project proceed, what type of curbing would you prefer? <br /> <br /> Should this project proceed, would you like to be included in the 2007 <br />Phase or the 2008 Phase? <br /> <br /> Please comment on any thoughts or concerns you may have regarding <br />the proposed street and utility improvement project. Are there any <br />additional features or items you would change in the plan? <br /> <br />Are there other questions the Council wants to be included in the Feedback <br />form? <br /> <br />Possible Issue to discuss / address in regards to the developing the FINAL <br />report: <br /> <br /> Storm water Quality Costs – Does the Council want to consider utilizing <br />the Storm Water Utility Fund to finance a portion of the cost for storm <br />water quality improvements required for this project? <br /> <br /> Utility Costs - Does the Council want to consider utilizing the Water and <br />Sanitary Sewer Utility Fund to finance a portion of the utility costs? <br /> <br /> Phasing of this project – Selecting what areas will be reconstructed in <br />2007 and what areas in 2008. <br /> <br /> How and when to conduct an assessment hearing and certify <br />assessments to the County for this phased project. <br />• Hold Assessment Hearing for the entire project at the time of the <br />contract award (June 11, 2007), certify assessments to the County <br />30 days later. <br />• Hold Assessment Hearing for the entire project at the time of the <br />contract award (June 11, 2007), certify assessments to the County <br />in November of 2007. <br />• Hold Assessment Hearing for the entire project at the time of <br />completion of entire project (Fall 2008), certify assessments to the <br />County 30 days later.
