z . <br /> INFORMATIONAL MEETING CONDUCTED BY <br /> THE PLANNING COMMISSION <br /> • CITY OF MOUNDS VIEW <br /> RAMSEY COUNTY, MINNESOTA <br /> INFORMATIONAL MEETING <br /> September 17 , 1986 <br /> Edgewood Community Center <br /> Mounds View, MN 55112 <br /> Chairman Mountin opened the meeting at 7: 40 PM on Wednesday, September 17 , <br /> 1986, by introducing the Planning Commissioners , Charlotte Forslund, <br /> Jean Miller, Robyn Zollner and herself, and Public Works/Community <br /> Development Director Steven Thatcher and Recording Secretary Pamela Rose. <br /> Chairman Mountin explained the purpose of the meeting was to have the <br /> developer present their proposed development to the residents and allow <br /> them an opportunity to see what is proposed and ask questions and voice <br /> any concerns they may have. She emphasized that the meeting is informa- <br /> tional only, and is not a public hearing, which would come later , at the <br /> Council level. <br /> Tim Nelson, with JLN Development, introduced himself and the other members <br /> of the development team, Bill Franke, president of JLN Development, <br /> Phil Carlson, the planning consultant, Tom Snouffer, the controller, and <br /> Jim Benshoof , the traffic engineer consultant. <br /> or. Nelson made a slide presentation of other developments they have done <br /> in the past few years in the metro area, to show the type of work they do, <br /> and some developments they presently have under construction. <br /> Mr. Carlson showed aerial maps of the area, indicating where this proposed <br /> development sits and the areas that surround it. He explained they would <br /> have two types of structures in the development, office service buildings <br /> and light industrial, and how they would differ . He stated the project <br /> is approximately 60 acres in size, and it is essential to open it up for <br /> traffic flow, and he showed the layout they are proposing for the <br /> development, and where the docks would be located, and what the truck <br /> and traffic flow would be. He also presented sketches showing the <br /> proposed layout along County Road H2, from the front doors of the <br /> residences along that road, to the buildings in the development. <br /> Mr. Nelson stated they have been told from the very beginning about the <br /> major concerns the residents and City has on the impact the development <br /> would have on the neighborhood, and they have kept that in mind in <br /> all phases of planning this development. <br /> Mr. Benshoof stated he has completed a comprehensive traffic analysis <br /> of the development, and he reviewed the process they followed in <br /> compiling their data. He indicated they used figures supplied to them <br /> by the City of traffic counts done in 1985 , and then did recent counts, <br /> ilio update the figures. <br />
