Mounds View Planning Commission September 17, 1986 <br /> Informational Meeting Page Two <br /> r. Benshoof presented graphics showing the proposed traffic flow and <br /> istribution, and how those figures compared to the existing traffic <br /> flow. He also reviewed what the school hours are at Pinewood School <br /> and stated it was their determination that this development would not <br /> conflict with it' s major peak periods of traffic with when the children <br /> are walking to and from school, that the majority of the morning traffic <br /> would have arrived at work prior to the children going to school, and <br /> the children would already have left school in the afternoon before most <br /> of the workers in the development would be leaving for the day. <br /> Chairman Mountin opened the meeting up for discussion and comments from <br /> the residents. <br /> Perrie Heiter, 2345 Rice Street, St. Paul, stated she was the attorney <br /> representing Jack Johnson, who lives at 2211 No. Highway 10, and asked <br /> what the impact of the development would be on Mr. Johnson' s property <br /> and his single family home. <br /> Chairman Mountin replied Mr. Johnson' s property has been a concern of <br /> the Planning Commission, and they had previously asked the developer <br /> if there were any plans for it. <br /> Mr. Nelson stated they are interested in the possibility of adding <br /> Mr. Johnson' s property to the development site, if they can come to <br /> reasonable terms on the price of the property. He added they do not <br /> Ilieed it for the development, but they would be more than willing to <br /> iscuss purchasing it. <br /> Chairman Mountin stated it would be in the City' s best interest to see <br /> that all parties meet and are satisfied. She added they have not used <br /> the tool of condemnation in the past, and they would like input from <br /> the property owner, Mr. Johnson, as to what his wishes are. <br /> Ms. Heiter stated Mr. Johnson was not notified of the meeting for this <br /> evening, and they are concerned about him not receiving notification. <br /> Director Thatcher stated he will see that Mr. Johnson receives all <br /> future notices. He explained the public hearing date has not been <br /> set yet by the Council, but all residents who signed the sign-in sheet <br /> will be notified of all future public hearings c'rf 11'5 irsv , <br /> Chairman Mountin asked if traffic control at the intersection of <br /> County Road H2 and Quincy had been considered yet. <br /> Mr. Benshoof replied it would require at least a two way stop sign, <br /> with the signs placed on Quincy and the new road which would be south <br /> of H2 , and if the volumes warrant it, they could consider a four way <br /> stop sign. <br /> Director Thatcher asked if they had addressed the problem of headlights <br /> Ilihining in the windows of the homes along County Road H2 , as cars leave <br /> he development. <br /> Mr. Carlson showed the access points which are planned along County Road <br /> H2, and where they would impact along the road. He stated they did not <br /> feel it would be a problem. <br />
